Main Purpose of the Role

Working within Perth & Kinross Council is more than a job; it’s about being part of an organisation that puts people at the heart of all we do and provides opportunities to make a real difference by enhancing every life we touch. We currently have the following opportunity: Assistant Building Standards Surveyor.

You will support the delivery of statutory building standards verification and enforcement functions in accordance with the Building (Scotland) Act 2003. This career graded post allows progression from Assistant Surveyor to Surveyor level, based on qualifications and experience. Perth & Kinross Council’s Building Standards team is known for its high performing, customer focused service. We have a culture of continuous improvement to achieve the Council’s priority of developing a resilient, stronger, and greener local economy.

This is an excellent opportunity for a range of candidates, either starting a building standards career through to those with professional qualifications and considerable building standards experience. We operate a hybrid working system which includes home, site and office working; however, regular and at times extensive travel within the Perth and Kinross area will be necessary to carry out visits and attend meetings as required.

Please note, we are currently unable to offer sponsorship for this post.

Skills & Experience Required

A keen enthusiastic attitude together with an ability to show initiative and attention to detail is required to work within our very successful building standards team. The individual appointed will strive to achieve our corporate objectives including contributing to achieving targeted key performance outcomes. The right candidate will demonstrate customer focus in delivery of the Council’s statutory Building Standards function.

The role primarily involves the assessment of building warrant applications, and the inspection of ongoing construction works. Other duties include dealing with defective/dangerous buildings and temporary raised structures (e.g. event stages).

Depending on experience, you will have the ability to work on your own initiative and efficiently manage your workload, as well as working well as part of the team and with wider stakeholders. You will have good communication skills and be committed to a high standard of customer service. The ability to use IT systems, such as Uniform and Enterprise is desirable.

This post is offered as a career graded position, allowing progression from TAS7 to PR9, based on qualifications, experience, and professional competence:

  • TAS7 (ÂŁ37,015 - ÂŁ40,825): Entry level for candidates with minimum HNC in a building construction/surveying related subject together with considerable experience working within the property/construction industry or some experience working within a local government building standards environment. • PR8 (ÂŁ41,276 - ÂŁ45,349): Intermediate level for candidates with a relevant HNC/HND/Degree level qualification and full professional membership (e.g. RICS, CABE) together with considerable experience working within building standards on at least low to medium risk projects for both assessing design proposals and inspecting works.
  • PR9 (ÂŁ45,987 - ÂŁ49,065): Advanced level for candidates with full professional membership (e.g. RICS, CABE) and significant building standards experience across both domestic and non-domestic projects of varying risk.
