An exciting opportunity has arisen within the Corporate Property team for an experienced Head of Facilities Management to lead the operational delivery of FM services across the Council’s corporate property portfolio. This is a senior leadership role with responsibility for the strategic direction, operational performance, and financial management of both Hard and Soft Facilities Management services. You will ensure full statutory compliance, embed industry best practice, and drive continuous improvement across a diverse and complex estate.
Key Responsibilities:
- Providing strategic leadership and day-to-day operational management of FM services.
- Leading Hard and Soft FM delivery, ensuring high standards of performance and customer experience.
- Ensuring statutory compliance and adherence to recognised best practice, including SFG20.
- Overseeing planned maintenance, moves and changes, refurbishments, and reactive repairs.
- Undertaking site inspections and condition surveys to support asset lifecycle and investment planning.
- Working collaboratively across the Council to deliver efficient, value-driven, and customer-focused services.
- Contributing to the development and delivery of corporate accommodation and workplace strategies.
This is a hands-on, proactive role that requires versatility and a practical approach. A significant portion of your time will be spent on-site, physically auditing compliance and surveying mechanical and electrical systems, building fabric, and associated documentation by ensuring all premises controller are managing their site effectively whilst maintaining order on FM managed sites. Your input will be essential in ensuring that contractor specifications and on-site logbooks are thoroughly reviewed and that robust procedures are in place. This will help establish a reliable framework for recording and auditing compliance activities in collaboration with the Helpdesk.
Supports the Hard FM function more generally, as well as the procurement and engagement of new suppliers and partners. Experience in bringing new properties under operation from handover and acceptance to supply chain engagement and go-live mobilisation.
About the Role:
- Specify, procure, and project manage approved compliance-related works.
- Validate best practice, efficiency and payback assumptions by monitoring post-installation showing financial savings.
- Support the Facilities Management team in embedding safety and best practice into all minor, major, and refurbishment projects.
- Define and manage CAFM system requirements for compliance reporting, including the development of visual dashboards and regular performance updates.
- Foster effective working relationships with contractors, ensuring projects are delivered on time, within budget, and to the required quality standards.
- Act as the Responsible Person for delegated areas including Water Hygiene (Legionella), Asbestos, M&E Safety, Lifts and Lifting Equipment, and Pressure Systems and provide expert advice to the stakeholders and the Facilities Management team on compliance and technical services.
- Develop and implement strategies to promote compliance, share best practices, and drive continuous improvement across the estate.
- Liaise with internal stakeholders, including the Council’s Insurance team, to ensure safety actions are integrated into urgent works, maintenance, upgrades, and capital projects.
- Build and maintain strong relationships with Planning and Building Control teams, consultants, contractors, the HSE, and other regulatory bodies to support safe and efficient service delivery.
About You:
- You are qualified to at least degree level in a Mechanical or Electrical (M&E) discipline or have equivalent experience.
- Either own or working towards chartered recognisable professional bodies such as the Chartered Institute of Building Services Engineers (CIBSE), Chartered Institute of Buildings (CIOB), Institute of Occupational Safety and Health (IOSH), International Institute of Risk & Safety Management (IIRSM).
- Ideally, you come from a time-served apprenticeship or have a strong operational M&E background, and you hold a qualification in IOSH Managing Safely or equivalent.
- You are comfortable using CAFM and other Compliance software and tools to support data-driven decision-making.
- Evidence of working within and supporting a team to achieve excellent customer service and demonstrable IT literacy with Microsoft Office, particularly Excel & Outlook.
- To communicate effectively with customers, both internally and externally for the capture, recording and distribution of service calls onto the helpdesk database utilising the council’s helpdesk software.
