About the Role: Our client is seeking a Chartered Surveyor (Valuations & Disposals) to support the Assistant Valuation & Disposals Manager and Asset Manager (Capital Receipts) in delivering valuation and capital receipts programmes as part of the professional services provided to Glasgow City Council and its arm’s length external organisations (ALEOs). Our clinet is looking to offer a salary up to £51,285 for the right candidate. Hybrid working. Key Responsibilities Progress the valuation and capital receipts programme using professional expertise. Undertake valuations of Glasgow City Council’s operational and non-operational asset portfolio in accordance with IFRS, CIPFA, and RICS Red Book standards. Lead negotiations with developers and purchasers for both marketed and off-market transactions to secure favourable commercial terms on behalf of the Council or the Glasgow Family. Prepare marketing briefs for the disposal of land and property. Support our client in achieving key targets such as capital receipts and asset valuation, taking account of market dynamics. Work collaboratively with stakeholders, partners, and colleagues across the Glasgow Family to share knowledge, experience, and best practice. Liaise with legal representatives to ensure the delivery of agreed transactions and provide clear instructions as required. Prepare and present accurate management and committee reports, offering professional advice and recommendations. Interpret complex reports, including development appraisals, site investigations, and overage agreements. Manage a varied and demanding workload, ensuring all work is completed efficiently and professionally. Ensure Health and Safety and risk management procedures are understood and adhered to. Person Specification Education, Qualifications & Training Essential: Chartered Surveyor and Member of the Royal Institution of Chartered Surveyors (RICS) RICS Registered Valuer or eligible for Registered Valuer Status without further assessment Full driving licence Desirable: Experience with property management systems Skills, Knowledge & Experience Essential: Proven experience negotiating property disposals and acquisitions independently In-depth knowledge of RICS Valuation – Professional Standards Ability to conduct property inspections, prepare site notes, and measured surveys Excellent communication, presentation, and valuation report writing skills Strong negotiation, time management, analytical, and problem-solving abilities Current market knowledge and technical competence Experience of joint working with partner organisations Desirable: Experience in development appraisals, financial analysis, or use of valuation software such as Kel or Argus Understanding of International Financial Reporting Standards (IFRS) and the Code of Practice on Local Authority Accounting Competencies Delivering Results – Motivation Balance competing priorities effectively Delegate appropriately based on strengths and capacity Organise people and work to achieve optimal results Perform well under pressure and embrace challenges Delivering Results – Planning and Delivering Change Produce detailed and realistic project plans Balance priorities to meet deadlines and achieve results Organise activities and resources to ensure project goals are met Personal Effectiveness – Communication Communicate clearly and appropriately for different audiences Maintain focus while encouraging input from others Produce clear, concise, and accurate written communications Share relevant information promptly with colleagues Decision Making Make informed decisions based on thorough information and sound judgement Display confidence and tact when expressing views Customer Service – Collaboration Promote information sharing to achieve the best outcomes Seek advice from colleagues or experts when needed Build strong working relationships across teams and with customers
