Pertemps Network Group are delighted to be assisting a housing provider for a Housing Manager to lead and manage a high-performing neighbourhood housing team, delivering a value-for-money local service that provides high-quality housing management, supports safe and sustainable communities, and improves overall resident satisfaction and quality of life.

Pay: 300 Day Rate
Reports to: Head of Housing / Senior Neighbourhood Services Manager
Working Pattern: x5 days on site
Responsible for: Housing Officers & Housing Assistants
Key Responsibilities
- Strategic & Operational Delivery: Support the development and implementation of neighbourhood service plans and budgets. Ensure all team members understand their contribution to organisational goals through clear communication, engagement, and effective leadership. Work collaboratively with stakeholders and local communities to deliver joined-up neighbourhood services.
- Tenancy & Estate Management: Ensure compliance with tenancy terms, proactively addressing breaches and improving resident satisfaction. Oversee tenancy audit programmes, tackling illegal occupation and improving the use of housing stock. Lead on quarterly estate inspections with repairs and estate services teams, working with TRAs to maintain excellent standards and deliver clean, safe, well-managed estates. Ensure actions from Fire Risk Assessments (FRAs) are implemented by the team.
- Anti-Social Behaviour & Vulnerability Support: Provide strategic oversight of ASB case management, ensuring effective, timely interventions using the full range of available tools. Ensure a victim-centred approach to domestic abuse cases, responding sensitively and taking action against perpetrators where appropriate.
- Voids, Lettings & Income: Manage end-to-end voids, ensuring properties are returned in target timescales and let promptly. Optimise income recovery by driving efficiency across the voids and lettings process.
- Performance, Budget & Compliance: Monitor KPIs to ensure service delivery meets targets and identifies improvements. Control budgets, reduce costs, and improve value for money. Represent the organisation in court hearings, safeguarding conferences, and internal/external forums.
- Resident Engagement & Communication: Develop strategies for meaningful resident engagement, ensuring residents influence service design and delivery. Build strong relationships with Tenant & Resident Associations, acting as a key advisor and supporting increased resident involvement. Handle complaints from residents, councillors and MPs, ensuring high-quality responses and using insights to drive service improvement.
- Leadership & People Management: Build and motivate an effective team, promoting a culture of continuous improvement, professionalism and accountability. Champion best practice, innovation, and service excellence.
- Corporate Responsibilities: Supporting organisational emergency planning. Ensuring effective information management, IT use, data quality and compliance. Adhering to Equal Opportunities, Health & Safety, and Safeguarding requirements. Working flexibly to meet the changing needs of the service.
Person Specification
- Degree-level education or a recognised housing qualification (e.g., CIH Level 4) OR equivalent experience.
- Knowledge & Experience: Strong experience managing neighbourhood services within social housing. Proven success in leading teams, performance management, and delivering service improvements. Excellent understanding of housing legislation, tenancy management, ASB, voids and lettings. A track record of managing change, reducing costs, and improving customer satisfaction.
- Skills & Abilities: Strong leadership and coaching skills. Ability to analyse data and plan resources effectively. Excellent communication skills – written, verbal, and presentation. Strong relationship-building and influencing skills across stakeholders. Proficient in Microsoft Office applications.
