The Technical Programme Manager is responsible for leading the delivery of complex technical programmes within a consulting environment. The role ensures multiple interdependent projects are aligned to strategic objectives and delivered on time, within budget, and to agreed quality standards. The role oversees programme planning, execution, financial management, and governance, providing leadership across delivery teams to ensure successful client outcomes.

Key Responsibilities

  • Define and deliver technical programme objectives aligned to business and client strategy.
  • Oversee planning, execution, and monitoring of multiple technical workstreams.
  • Manage programme budgets, forecasts, actuals, and financial reporting.
  • Lead programme-level risk, issue, dependency, and change management.
  • Coordinate delivery across Delivery Managers, architects, engineers, testers, and suppliers.
  • Establish and maintain programme governance, reporting, and assurance.
  • Ensure technical delivery aligns with architectural standards and best practice.
  • Act as escalation point for programme risks and delivery issues.
  • Communicate programme status, progress, and financials to senior stakeholders.
  • Drive continuous improvement in delivery processes and ways of working.

Qualifications

  • Bachelor’s degree in IT, Business, or a related field.
  • 10+ years’ experience delivering complex technical programmes.
  • Strong knowledge of programme and project management methodologies.
  • Proven experience managing budgets, risks, and dependencies at scale.
  • Excellent stakeholder management and communication skills.
  • Strong analytical and problem-solving capability.

Preferred Skills

  • Programme or project management certification (PMP, PgMP, MSP, CSM).
  • Experience delivering digital, cloud, or enterprise technology programmes.
  • Background in consulting or multi-client delivery environments.
