About the Opportunity
Futures Public Safety has partnered with a police force in the North West of England to support the design and implementation of a modern, scalable service operating model. This is a high-profile transformation programme focused on improving how services are designed, governed, delivered and managed across a complex operational environment.
We are seeking an experienced consultant who can bring structure to ambiguity, work collaboratively with senior stakeholders, and help establish practical ways of working that deliver lasting value.
The Role
As a Service & Operating Model Consultant, you will play a key role in designing and embedding service management approaches that balance strategic thinking with practical implementation. Working across business and technical teams, you will develop frameworks, governance, processes and supporting artefacts that enable effective service delivery and operational excellence.
You will also support the establishment of demand, resource and financial management capabilities, ensuring the operating model is both sustainable and measurable.
Key Responsibilities
- Design and implement service models and operating models aligned to organisational objectives.
- Translate complex and often ambiguous requirements into clear, structured frameworks, processes and deliverables.
- Develop practical consultancy‑led approaches that can be successfully adopted within a complex public sector environment.
- Design and implement demand management and resource management processes to support effective service delivery.
- Develop service definitions, operating procedures and governance models that establish clear accountability and decision‑making.
- Produce supporting artefacts including process maps, service definitions, governance frameworks, management information and reporting.
- Work closely with senior business and technical stakeholders to gain alignment, influence decision‑making and drive successful outcomes.
- Support financial planning, budgeting and reporting activities, ensuring services are delivered within agreed financial parameters.
- Define performance measures and management information that provide meaningful operational insight and support continual improvement.
- Ensure solutions are pragmatic, sustainable and capable of being embedded into day‑to‑day operations.
About You
You’ll be an experienced consultant with a proven track record of delivering service and operating model design within large, complex organisations. You combine strategic thinking with a practical delivery mindset and are comfortable engaging stakeholders at all levels.
Essential Experience
- Significant experience designing and implementing service models, operating models or consultancy‑led transformation approaches.
- Experience working within complex organisations, ideally within the public sector, policing, emergency services or other highly regulated environments.
- Demonstrable ability to translate ambiguous business requirements into structured frameworks, processes and operational models.
- Strong experience of demand management, capacity planning and resource management.
- Experience balancing strategic design with hands‑on implementation and embedding change into operational teams.
- Proven ability to engage credibly with business and technical stakeholders, including senior leadership.
- Experience producing high‑quality artefacts, including:
- Process maps
- Service definitions
- Governance frameworks
- Management information and reporting
- Operating procedures
- Experience supporting financial planning, budgeting and financial reporting within service or operational environments.
- Excellent facilitation, communication and stakeholder management skills.
Desirable Experience
- Experience working within UK policing or wider public safety organisations.
- Knowledge of ITIL, SIAM, service management or enterprise operating model frameworks.
- Experience supporting digital transformation or technology‑enabled change programmes.
- Familiarity with organisational design and continuous improvement methodologies.
