Head of Music Service in Norwich

The Norfolk Music Service supports schools, stakeholders, families and young people by delivering high-quality teaching and learning, offering a wide range of services and products through direct trading with a centrally retained teaching team and an annual turnover of £1 million. At a strategic level, Norfolk Music Service is also the lead organisation for the Norfolk & Suffolk Music Hub, funded by the Department for Education and administered by Arts Council England. The Hub works with a wide range of settings across Norfolk and Suffolk, delivering activity to around 650,000 young people each year nationally and is in receipt of approximately £2 million reportable revenue grant funding. The Music Hub brings together local, regional and UK-wide partners and is nationally recognised as an exemplary Hub which is led by the Head of Service.

The post holder reports to the Assistant Director for Policy and Partnerships within the Safeguarding, Partnerships and Opportunity Directorate within Children’s Services. It is expected that this role will spend its time with an approximate 30% focus on schools and 70% on wider partnership/community delivery. Overall, the service is approximately 50% focused on schools and 50% on wider partnership/community delivery.

Job Purpose

• To provide inspirational and forward-thinking leadership and development of the Norfolk Music Service and Norfolk & Suffolk Music Hub within the overall strategic objectives of the County Council, Music Hub Board, Arts Council England and the Department for Education.
• To ensure the Norfolk Music Service plays an effective role as the lead organisation of the DfE-funded Music Hub, executing local, regional and national partnership working to enable high-quality provision, raise aspirations, attract further collaborative funding and encourage innovation across all strategic priorities of the National Plan for Music Education.
• To lead strategic business planning, local music development planning, collaborative partnership working and ensure financial sustainability to meet the needs of young people and allow them the opportunity to flourish, taking into account the views and aspirations of all stakeholders and putting the musical learning of children and young people at the heart of everything that we do.

Responsibilities

• Take into account the views and aspirations of all stakeholders and put the musical learning of children and young people at the heart of everything that we do.
• Work with a wide range of settings across Norfolk and Suffolk through the Norfolk & Suffolk Music Hub, delivering activity to around 650,000 young people each year nationally.
• Lead and maintain partnerships with local, regional and UK-wide partners as part of a nationally recognised exemplary Hub.
• Report to the Assistant Director for Policy and Partnerships within the Safeguarding, Partnerships and Opportunity Directorate within Children’s Services.
• Allocate time with an approximate 30% focus on schools and 70% on wider partnership/community delivery, in line with the overall service focus of approximately 50% on schools and 50% on wider partnership/community delivery.
