This is a great opportunity for an enthusiastic individual to join our expanding licence to operate team. The successful candidate will be responsible, alongside the existing Safety Case Engineer, for the development, maintenance, review, update and submission of Offshore Safety Cases (SC) and Onshore COMAH Safety Reports (CSR) in support of the Perenco Southern North Sea (SNS) Operation. Perenco SNS are the Duty Holder of two critical infrastructure COMAH Sites and thirty-six offshore assets.

Within the License to Operate team, the Safety Case Engineers are influential in the management of the cases for safety for these assets, ensuring SC/CSR documents and the systems that surround them are well maintained. Working collaboratively across the business, with onshore engineering teams, technical authors, performance standard owners and operations personnel, the Engineer will ensure Safety Cases/COMAH Safety Reports remain in compliance with relevant statutory provisions and are aligned with good industry practice. This is a full-time office-based role, working Monday to Friday in our Norwich office.

Key Responsibilities Include:

  • Organise, manage, and submit SC/CSR documentation to the regulatory agency.
  • Organise, design, and coordinate all SC/CSR Material Change submissions, gathering inputs from all relevant stakeholders.
  • Engage with relevant stakeholders to determine the materiality of changes, understanding their associated risk impacts.
  • Work closely with the Lead Safety Engineer (or other nominated person) to ensure hazard management information (including bowties and Quantitative Risk Assessment (QRA) data) remains valid.
  • Work with the various Performance Standard Owners and responsible engineers to ensure the content of the SC/CSR remains accurate at all times and these key documents are continuously improved.
  • Work with the PUK Operations, Projects and Decommissioning Teams to facilitate updates to existing SC/CSR to address the requirements of planned work.
  • Attend the weekly Management of Change (MOC) meeting.
  • Ensure all MOCs that require non-material SC/CSR updates are captured on the change tracker.
  • Ensure a robust workforce engagement process for all SC/CSR updates, allowing sufficient time to receive and review feedback.
  • Ensure independent verification bodies are consulted on SC/CSR updates.
  • Provide support to others within the QSHE Team to ensure our commitments relating to SCR 2015 regs, COMAH regulations, internal QSHE plans and improvement programs are achieved.
  • Liaise with regulatory bodies on matters relating to SC/CSR including general updates, material changes and thorough reviews.
  • Ownership of the review process and schedule for all Current SC/CSR ensuring compliance with relevant statutory provisions.
  • Facilitate and coordinate the 5-yearly SC/CSR Thorough Review Programme.
  • Create and maintain a register of all commitments made within the SC/CSR.
  • Ensure key supporting documents (i.e., Emergency Response Plans, Lifesaving equipment layout plans, MAPDs) are kept up to date.
  • Identify additional ad-hoc resource requirements to manage ‘peaks’ in workload.
  • Maintain the SEMS document for Safety Case Management.
