Shape a multi billion pound Business Plan at the Centre of UK Energy Transformation. This is not a traditional regulatory role. At Smart DCC, you’ll sit at the heart of a high-profile, high-pressure programme—helping shape the narrative behind a multi-billion pound funding request to Ofgem and influencing how the business plans, performs, and delivers. This role is 80% narrative-building and business planning and 20% regulatory engagement. You’ll work across the organisation to challenge, refine, and construct a compelling story around cost, strategy, and delivery—ensuring everything stands up to regulatory scrutiny. What You’ll Be Doing
- Build and shape the business plan narrative—bringing together inputs from across DCC into a clear, compelling and defensible story.
- Challenge and test assumptions from senior stakeholders—spotting gaps, inconsistencies, and risks.
- Translate complex information into clear, high-quality outputs for ExCo, Board, and Ofgem.
- Coordinate inputs across multiple teams to ensure alignment, quality, and strategic coherence.
- Support senior colleagues in engagement with Ofgem, understanding regulatory expectations and frameworks.
- Help embed new processes as DCC transitions to an ex-ante regulatory model.

- Understanding of economic regulation or regulated environments (energy, utilities, telecoms, government, etc.).
- Experience contributing to business planning, creating business cases, or strategic narratives.
- Strong written communication skills—able to simplify complexity into compelling insights.
- Proven ability to engage and challenge stakeholders confidently.
- A self-starting mindset—someone who takes ownership and builds relationships to get things done.
