We are seeking an experienced Business Case Manager to lead the end-to-end development of a major programme business case, from initial drafting through to governance and approvals. The successful candidate will be responsible for coordinating and integrating contributions from finance, commercial, operational, and delivery teams to produce a comprehensive, evidence-based business case aligned with departmental standards and governance requirements.
Responsibilities:
- Lead the development of programme-level business cases through all stages of the approval lifecycle.
- Produce high-quality strategic, economic, commercial, financial, and management case content.
- Coordinate cross-functional inputs from finance, commercial, delivery, and policy stakeholders.
- Ensure all business case documentation is robust, evidence-based, and audit-ready.
- Manage governance processes, assurance activities, and stakeholder reviews.
- Provide strategic advice and challenge to ensure alignment with organisational objectives and value-for-money principles.
- Support senior stakeholders through approvals, presentations, and investment decision forums.
- Maintain programme timelines and ensure delivery against key milestones and dependencies.

- Demonstrable experience leading the development of complex programme or portfolio business cases within government or large public sector organisations.
- Strong understanding of business case development methodologies and governance frameworks.
- Experience working across multidisciplinary teams including finance, commercial, and programme delivery functions.
- Excellent stakeholder engagement and influencing skills at senior levels.
- Strong analytical, drafting, and assurance capabilities.
- Ability to manage multiple priorities and deliver high-quality outputs to tight deadlines.
