The role

We are seeking an experienced Business Case Expert to lead the end-to-end development of a major programme business case, from initial drafting through to governance and approvals.

The successful candidate will be responsible for coordinating and integrating contributions from finance, commercial, operational, and delivery teams to produce a comprehensive, evidence-based business case aligned with departmental standards and governance requirements.

Responsibilities

  • Lead the development of programme-level business cases through all stages of the approval lifecycle.
  • Produce high-quality strategic, economic, commercial, financial, and management case content.
  • Coordinate cross-functional inputs from finance, commercial, delivery, and policy stakeholders.
  • Ensure all business case documentation is robust, evidence-based, and audit-ready.
  • Manage governance processes, assurance activities, and stakeholder reviews.
  • Provide strategic advice and challenge to ensure alignment with organisational objectives and value-for-money principles.
  • Support senior stakeholders through approvals, presentations, and investment decision forums.

  • Strong understanding of business case development methodologies and governance frameworks.

  • Excellent stakeholder engagement and influencing skills at senior levels.
  • Strong analytical, drafting, and assurance capabilities.
