Description About the Role

As Manager Human Resources, you will lead the provision of high-quality, accurate, and timely Human Resources (HR) operations and advisory services across the organisation. Reporting directly to the Chief Executive Officer, this contract position acts as a vital business partner to internal customers, providing practical and compliant HR support while maintaining strict confidentiality. You will be responsible for leading the Human Resources unit within the Executive Services department, supervising HR Officers and overseeing the organisation's Workplace Health and Safety (WHS) framework.

What You’ll Be Doing

  • Lead HR Functions: Manage the complete employee lifecycle, including workforce planning, recruitment, onboarding, induction, and performance management.
  • Advisory Services: Provide high-level support and advice to leadership and employees on industrial relations, employment conditions, and policy interpretation.
  • Policy & Compliance: Develop and implement HR policies and procedures in line with legislative requirements, ensuring compliance with the State Records Act 2000 and WHS obligations.
  • WHS Oversight: Provide leadership and coordination for the organisation's WHS framework, including incident reporting, injury management, and chairing consultation processes.
  • Reporting & Analysis: Prepare workforce metrics and HR analysis to support strategic decision-making and workforce planning.

We offer a highly competitive remuneration package for this role, with a Total Package Value of up to $214,538. This comprehensive offer includes a base salary of $125,520, superannuation of 12% (with an additional 7% Council matching available). The successful candidate will benefit from a range of allowances, including location, utility, travel, and professional development support, ensuring a well-supported career move to the Kimberley.

Skills And Experiences

Essential:

  • Qualification or current studies in Human Resources, Industrial Relations, Business, Law or a related discipline, and substantial experience in contemporary HR management.
  • Comprehensive experience providing practical HR advisory services, including recruitment, employee relations, and interpretation of industrial instruments.
  • Demonstrated leadership experience with responsibility for supervising staff and coordinating HR services.
  • Highly developed interpersonal, negotiation, and conflict resolution skills with the ability to build relationships across all levels of an organisation.
  • High-level written and verbal communication skills, including the ability to prepare quality reports and policies.
  • Proven ability to maintain confidentiality and exercise sound judgement in sensitive employment matters.
  • Current “C” Class Driver’s Licence and a National Police Clearance.

Desirable:

  • Experience working within Western Australian Local Government.
  • Experience in supporting organisational change, workforce planning, or workplace investigations.
  • Experience using HRIS/payroll systems such as Synergy, Altus, or ELMO.
