Position Overview

Department: Clinical Targets

Location: London Bridge

Compensation: £40,000 - £50,000 / year plus performance bonus of up to 25% linked to achievement of clinical targets.

Penrose Health aims to be among the highest‑performing primary care providers in the country for clinical target delivery. We are looking for someone who wants to help build one of the highest‑performing primary care operations in the country. We are looking for an exceptional operator to own and drive clinical performance across our GP practices. This role is responsible for ensuring our practices meet and exceed national clinical frameworks, including QOF, vaccination programmes, screening programmes and locally commissioned services. Our organisation operates multiple GP contracts across South East London, each with a range of national and local clinical frameworks. Clinical targets are a key part of both clinical quality and organisational performance. This role will take ownership of ensuring they are delivered consistently, efficiently and ahead of schedule wherever possible. This is a hands‑on leadership role working closely with our Operations Director, Strategy Director and clinical leadership. It is suited to someone who enjoys analysing problems, building tools and systems themselves, and driving operational change directly. You will be the organisation’s go‑to person for clinical performance, taking ownership of ensuring targets are delivered across all practices.

Key Responsibilities

  • You will be responsible for designing and executing the strategy that ensures our practices hit their clinical targets.
  • Develop a deep understanding of clinical frameworks such as QOF and local services.
  • Design group‑wide strategies to deliver targets efficiently across multiple practices.
  • Spend time across our practices to understand operations and build strong relationships.
  • Work closely with clinicians, operational teams and practice managers to drive delivery.
  • Run targeted campaigns such as vaccination drives and screening programmes.
  • Use data, dashboards and operational tools to track performance and identify opportunities.
  • Build your own dashboards and analytical tools where needed.
  • Use automation and AI to improve operational efficiency.
  • Identify underperformance and work with teams to resolve it.
  • Ensure the organisation maximises income from clinical frameworks.
  • Continuously improve how we plan and deliver clinical targets.

Success in the role will mean:

  • Achieving and exceeding clinical targets across all sites.
  • Consistently outperform local and national benchmarks.
  • Delivering performance efficiently with minimal operational waste.
  • Delivering targets early in the financial year.
  • Reducing variation between practices.

What you’ll bring

We are looking for someone who combines analytical ability, operational thinking and strong personal ownership. You will likely have experience working with clinical targets, operational KPIs or performance frameworks, and be comfortable working closely with clinicians and operational teams. You should be:

  • Highly organised and able to manage complex operational systems.
  • Comfortable working with data, dashboards and Excel.
  • Proactive in using AI and digital tools to build dashboards, automate analysis and develop practical operational solutions.
  • Confident influencing and constructively challenging senior staff where performance improvement is required.
  • Strong at translating data into practical operational action.

Experience with EMIS, QOF or NHS primary care would be helpful but is not essential.
