Planning and Development Manager Location: Oxfordshire, Wallingford Penguin Recruitment is delighted to be supporting a leading company in their search for a Planning and Development Manager to join their dynamic Estates team. This is an exciting opportunity to deliver a diverse range of projects across the waste, minerals, renewable energy, and sustainability sectors, helping to shape the future of the estate while driving long-term commercial success. The Role Reporting to the Head of Estates, the Planning and Development Manager will: Identify development opportunities and manage early-stage projects. Secure planning consents and statutory approvals. Lead planning and regulatory submissions, including planning applications and EIAs. Manage external consultants and collaborate with internal teams. Provide expert planning advice to support informed decision-making. Negotiate and oversee legal agreements (e.g. S106, S278, S38). Monitor and engage with local development plans to protect and promote company interests. Support operational divisions through the discharge of planning conditions.
