Pendle Borough Council is seeking a motivated and experienced Capital Works & Compliance Officer to lead the delivery of capital investment programmes and oversee statutory compliance across a diverse property estate. You'll manage projects from feasibility through to handover, ensuring schemes are delivered on time, within budget and in line with corporate and statutory requirements.
Responsibilities
- Lead the planning, procurement and delivery of capital works projects across Pendle Borough Council, Pendle Leisure Trust and externally funded programmes.
- Oversee statutory compliance across the property estate, including fire safety, asbestos, water hygiene, electrical safety and accessibility.
- Manage project budgets, financial forecasting and contract performance, ensuring delivery on time and within budget.
- Liaise with funding bodies, regulators, auditors and external partners to ensure compliance with grant conditions and corporate governance requirements.
- Engage with Members, senior managers, service leads and community stakeholders to present proposals, progress and risks clearly.
- Provide mentoring and guidance to apprentices and junior staff, building team capacity and resilience.
- Maintain risk registers, monitor performance and escalate issues to senior stakeholders where necessary.
- Ensure all works comply with statutory requirements, health and safety standards and industry best practice.
This is a pivotal role, working closely with Members, senior managers, funding bodies and contractors. You'll also play a key part in mentoring apprentices and junior staff, embedding professional standards and building future team capacity. We're looking for a qualified professional (degree/HNC/HND in building, construction or surveying discipline) with substantial experience in capital works and compliance programmes, strong financial and contract management skills, and excellent communication abilities. Pendle is in Lancashire's scenic Pennines, close to the Yorkshire Dales, Lake District, and Manchester.
