Pendle Borough Council is embarking on an ambitious journey to create a greener, more resilient, and more prosperous future for our communities. We are looking for an exceptional leader to head our Property & Engineering service and drive our climate change agenda with energy, expertise, and imagination.

As Head of Property & Engineering, you will:

  • Lead and develop a multidisciplinary service covering property management, engineering, capital projects, and asset strategy.
  • Oversee the council’s property portfolio, ensuring it is safe, efficient, financially sustainable, and aligned with long‑term community needs.
  • Drive the delivery of major capital programmes, ensuring high standards of design, value for money, and environmental performance.
  • Provide expert leadership on engineering services, infrastructure planning, and technical compliance.

Alongside this, you will serve as the council’s strategic lead for climate change, responsible for:

  • Shaping and delivering our Climate Action Plan.
  • Embedding sustainability and carbon reduction across all council operations and assets.
  • Working collaboratively with partners, businesses, and communities to accelerate district‑wide climate action.
  • Advising senior leaders and elected members on environmental policy, innovation, and emerging opportunities.

What We’re Looking For

  • Senior experience in property, engineering, asset management, or a related field.
  • A strong understanding of sustainability, decarbonisation, and climate resilience.
  • A track record of delivering complex capital projects and managing diverse technical teams.
  • Strategic thinking paired with the ability to turn ideas into practical, measurable outcomes.
  • Excellent communication skills and the ability to influence at all levels.

  • Flexible working, including no set core hours, up to 2 flexi days per month, and compressed hours.
  • Up to 31 days annual leave.
  • Flexible contracts requiring 2–3 days in the office each week (more if needed), so you should live within commuting distance of Nelson, Lancashire.
