Key duties and responsibilities include leading and undertaking inspections of bridges and highway structures, preparing and approving technical reports, providing technical leadership in assessment, prioritisation and management of highway structures assets, developing and checking structural designs and calculations in accordance with current standards and codes of practice, producing and reviewing drawings using AutoCAD, and overseeing construction and maintenance works on site with focus on safety, quality and programme compliance. The role also involves preparing and reviewing technical specifications, works information and contract documentation, supporting lifecycle planning, maintenance strategies and risk-based asset management decisions, contributing to scheme feasibility studies, options appraisals and cost estimates, and mentoring junior team members.
Responsibilities

- Contribute to scheme feasibility studies, options appraisals, and cost estimates
- Mentor and provide technical guidance to junior members of the team
Qualifications
- Degree in Civil or Structural Engineering (or equivalent)
- Working towards or holding professional membership (e.g. IEng or CEng) - desirable
Experience and Skills
- Significant experience in bridge and highway structures inspection, assessment, and design at Senior Engineer level
- Strong understanding and application of current design standards and codes (e.g. DMRB, Eurocodes, relevant British Standards)
- Proven experience in asset management of highway structures, including inspection regimes, defect prioritisation, and maintenance planning
- Sound knowledge of current health and safety legislation, including CDM Regulations
- Ability to take technical ownership of schemes and provide clear, robust engineering judgement
- Effective communication skills, with experience liaising with clients, contractors, and stakeholders

Main Purpose of the Role
We are seeking a highly motivated and experienced Senior Structures Engineer to join our Highways & Structures Team, working on the Portsmouth City Council Highways PFI Contract with Colas Ltd. The role has a strong focus on bridges and highway structures asset management, alongside the delivery of inspection, assessment, and design works. The successful candidate will take a leading technical role in the management and improvement of the highway structures asset, supporting the planning, design, and delivery of maintenance and improvement schemes. You will provide senior-level technical input across the full project lifecycle, from asset inspections and condition assessments, through feasibility, design, and construction, to supervision of works and approval of as-built records. The role also includes mentoring junior engineers and contributing to the continuous improvement of asset management processes.
