The Global Regulatory & Compliance Officer is a key member of our dynamic technical team within the cosmetic contract manufacturing sector. This passionate leader will ensure compliance with formulation and packaging regulations while monitoring and enforcing adherence to industry standards. The officer will drive the development of compliant products and foster strong relationships with suppliers and customers. Staying up-to-date on global regulatory trends, emerging technologies and best practices in the cosmetic industry is essential for success in this role.
Key Responsibilities:
- Regulatory Tracking: Stay ahead by monitoring new and updated formulation and ingredient legislation across global markets.
- Claim Substantiation: Assist customers in developing claim substantiation matrix for labelling and marketing documentation.
- Policy Monitoring: Keep abreast of UK, EU (e.g., EU Packaging and Packaging Waste Regulation - PPWR), and global policy developments related to packaging and environmental claims.
- Legislative Awareness: Stay current with evolving laws (e.g., Deforestation, REACH) that affect raw materials and packaging substances.
- Compliance Assurance: Ensure all packaging materials, designs, and labeling adhere to legal requirements, including limits on hazardous substances, minimum recycled content, and recyclability criteria.
- Artwork Sign-off: Oversee the approval process for all customer artworks, ensuring compliance with the regulations of target markets.
- EPR Scheme Management: Manage the company’s obligations under Extended Producer Responsibility (EPR) schemes, including data collection, reporting on packaging handled, calculating recycling obligations, and ensuring payment of eco-modulated fees or acquisition of Packaging Recovery Notes (PRNs).
- Expert Guidance: Provide regulatory expertise to R&D, marketing, supply chain teams and customers to integrate compliance into sustainable formulation and packaging design, material selection and innovation processes.
- Documentation Maintenance: Maintain audit-ready documentation, prepare compliance reports for management and regulatory authorities, and oversee declarations of conformity.
- Audit Liaison: Act as the primary contact for regulatory bodies during audits and collaborate with trade associations and external consultants to stay informed on best practices and advocate for the company’s interests.
- Global Compliance Communication: Ensure that global compliance for goods release is effectively communicated and that testing is coordinated with technical and quality teams.
- Compliance Query Resolution: Respond swiftly to compliance inquiries from customers and internal sales teams.

Collaborate with team members and leadership to identify areas for improvement while focusing on meeting or exceeding established goals.
Experience and Qualifications:
- Ideally to have a Science-based degree, SCS Diploma in Cosmetic Science or equivalent.
- Minimum 3 years experience working in cosmetic regulatory & compliance role.
- Strong understanding of global formulation compliance (e.g., UK, EU, FDA & ASEAN).
- Strong understanding of current environmental and packaging legislation (e.g., EPR, PPWR, REACH, GHS).
- Minimum A level education.
- Good standard of English & Maths.
- Computer literate with knowledge of basic Windows software packages including Excel and Word to a good standard.
- Experience working with Worldover or similar systems is preferred.
