The QHSE Manager ensures that PD&MS Group maintains or surpasses the necessary Company, Group, Industry, National and International standards for successful management of QHSE matters. The role involves overall management of the QHSE function within PD&MS and associated Group companies.
Responsibilities
- Represent the Company in a professional manner to all customers and internal stakeholders.
- Promote the QHSE mindset throughout the Group Companies in a motivating and inspiring manner.
- Identify and support a continuous business improvement approach.
- Provide QHSE support and professional advice to the Company, Clients and Vendors as appropriate.
- Identify new and innovative approaches to further improve QHSE attitudes and performance.
- Functional management of the QHSE personnel within the PD&MS Group and Companies.
- Liaise with all contracts and projects within the PD&MS Group Companies to ensure that their QHSE needs are suitably supported.
- Support continuous improvement in QHSE performance and visibility, including the establishment and implementation of improvement plans and appropriate performance measurement systems.
- Input to and maintain a Best in Class documented Integrated Management System (IMS).
- Support the development and implementation of annual QHSE audits within the overall audit schedule.
- Carry out external vendor audit and evaluation as required.
- Carry out internal audits and evaluation as required.
- Liaise with all PD&MS personnel, both onshore and offshore, and provide advice, guidance and support on all aspects and matters concerning QHSE.
- Lead Incident Investigations, ensuring that methods of investigation and reporting appropriate to the incident are utilised; ensure lessons are established and learned and that all parties benefit from these lessons.
- Input to programmes for surveillance and reporting and performance indicators to measure the Company’s QHSE performance using standard methods for presentation and promote and monitor compliance and ensure this information is freely available.
- Support the input of QHSE related information to pre‑qualifications, tenders etc.
- Develop and manage procedure and document preparation and implementation.
- Assist with QHSE statistics being gathered, analysed and reported appropriately.
- Assist with Safety Alerts, bulletins and any other forms of promotion of lateral learning distributed within the Group Companies.
- Assist with QHSE Improvement / Action plans being developed and implemented within the contract organisations.
- Assist with timely reporting and investigation of QHSE incidents.
- Responsible for ensuring professional development is maintained and identified competency requirements are undertaken in a timely manner.
- Adherence to the Company Integrated Management System.
- Compliance with quality assurance, health and safety and environmental policies.
- Demonstrate and promote PD&MS QHSE principles and lead by example.
- Ensure unsafe activities are challenged.
- Adherence to the requirements of best practice standards recommendations and processes in the undertaking of duties, in particular risk assessment and control, reliability and failure prevention necessary to ensure the safe design, provision and use of tools, equipment and systems.
- Demonstrate and promote PD&MS values and lead by example.
- Ensure direct report performance reviews are carried out within the required timescales (where applicable).
About You
Qualifications
- NEBOSH Diploma in Health and Safety or equivalent.
- Lead Auditor (IRCA) Certificate to one of the recognised standards.
- BSc or equivalent in relevant engineering or science discipline.
- Valid Offshore Certification – BOSIET/FOET/MIST/MEDICA.
Experience / Competence
- Significant demonstrable experience in overseeing, developing and maintaining environmental, quality assurance and health and safety systems.
- Detailed working knowledge of QHSE related ISO standards.
- Experience in developing and maintaining an Integrated Management System.
- Extensive knowledge of QHSE Legislation, Codes and Standards.
- Experience in working in an offshore/site‑based environment.
- Experience in managing and developing others.
- Excellent written and spoken English.
