We have an exciting new opportunity at PCE to work as part of our Pre Construction team. The Pre Construction Manager will be responsible for all aspects of PCE Stage 3 delivery on their project(s).

Contract: Permanent

Location: Head Office Tamworth, Client Sites, Home/Hybrid

Reports to: Technical Director

Responsibilities including but not limited to:

  • Leadership & Mentoring
    • Lead PCE Stage 3 delivery across design and internal teams.
    • Manage client design coordination throughout Stage 3.
    • Develop and support Design Managers and Project Engineers through Stage 3 and 4.
  • Strategy
    • Establish overall delivery strategy from project inception to completion.
    • Create and manage Stage 3 delivery programmes, reviewing weekly and driving improvement.
    • Oversee wider project delivery programmes as required.
    • Capture and embed lessons learned across the business.
    • Support departmental strategies and KPIs.
    • Champion PCE systems and drive continuous improvement in delivery processes.
  • Collaboration & Communication
    • Lead client liaison during Pre‑Construction; organise and chair design/project meetings.
    • Understand client drivers and align the PCE team to their expectations.
    • Build strong relationships with clients, project and design teams.
    • Communicate objectives clearly across the PCE team.
    • Hold Stage 3 review meetings and weekly design/project progress meetings.
    • Support commercial teams with scope control and change management.
    • Share best practice across the business and support early tender activities.
  • Stage 3 Control - Design
    • Manage design change, scope drift, variations and compliance with deliverables.
    • Oversee creation of all Stage 3 models, drawings, calculations and schedules.
    • Manage digital design systems and design information control.
    • Lead BIM deliverables, ensuring full compliance with Client BEPs.
    • Manage IRS schedules, close out RFIs and monitor programme/cost impacts.
    • Oversee CDM and H&S requirements, with focus on temporary works and safe construction.
  • Stage 3 Control - Production & Construction
    • Support development of supply chain strategy with clear and robust information.
    • Support construction strategy development and communication to internal teams and clients.
  • Commercial
    • Support commercial management including cashflows, milestones and contract terms.
    • Participate in pre‑start meetings with Commercial Director and stakeholders.
    • Monitor commercial performance, variations, change control and agreements.
    • Assist procurement processes and procedures across the project lifecycle.
  • Reporting
    • Report on project status, issues and performance weekly and monthly.
    • Monitor programme logic, milestones and critical interdependencies.
    • Support implementation of performance, productivity and quality monitoring processes.
    • Maintain live and accurate digital reporting.
    • Issue weekly project and design progress reports internally and to clients.
  • Quality & Standards
    • Ensure all design outputs meet PCE quality benchmarks.
    • Ensure full checking and evidence of review across internal and external design teams.
    • Verify model data accuracy across PCE and client platforms.
    • Maintain “right first time” standards across all information.
    • Uphold quality of service, specifications, standards and PCE values.
    • Support implementation of project delivery strategy.
    • Monitor H&S processes, CDM compliance and associated requirements.
  • Skills & Behaviours
    • Managing a Stage 3 delivery team.
    • Managing the stage 3 process, using design, commercial, programme and technical expertise.
    • Supporting, understanding, and advising the client as to the requirements of their obligations in the development of design.
    • Ensuring the design process recognises current legislation, standards and codes of practice.
    • Ensuring the BIM strategy is current and followed along with best practice and ‘What good looks like’.
    • Ensuring the design information is of the right quality and keeps pace with project timescales.
    • Strive to eliminate Health and Safety risks in the design.
    • Acts with professionalism and integrity always.
