Duties and Role:
Consultancy:
  • Takes responsibility for understanding client requirements, collecting data, delivering analysis and problem resolution.
  • Identifies, evaluates and recommends options.
  • Collaborates with, and facilitates stakeholder groups, as part of formal or informal consultancy agreements.
  • Seeks to fully address client needs and implements solutions if required.
  • Enhances the capabilities and effectiveness of clients, by ensuring that proposed solutions are fully understood and appropriately exploited.
Specialist advice:
  • Provides definitive and expert advice in their specialist area.
  • Actively maintains recognised expert level knowledge in one or more identifiable specialisms.
  • Oversees the provision of specialist advice by others.
  • Consolidates expertise from multiple sources, including third-party experts, to provide coherent advice to further organizational objectives.
  • Supports and promotes the development and sharing of specialist knowledge within the organisation.
Methods and tools:
  • Provides advice and guidance to support the adoption of methods and tools and adherence to policies and standards.
  • Tailors processes in line with agreed standards and evaluation of methods and tools.
  • Reviews and improves usage and application of methods and tools.
Data modelling and design:
  • Investigates enterprise data requirements where there is some complexity and ambiguity.
  • Plans own data modelling and design activities, selecting appropriate techniques and the correct level of detail for meeting assigned objectives.
  • Provides advice and guidance to others using the data structures and associated components.
Data visualisation:
  • Applies a variety of visualisation techniques and designs the content and appearance of data visuals.
  • Operationalises and automates activities for efficient and timely production of data visuals.
  • Selects appropriate visualisation approaches from a range of applicable options.
  • Contributes to exploration and experimentation in data visualisation.
Additional duties for this post:

  • Co-ordinate work with related activities inside and outside of the Agency
  • Acknowledged as a recognised expert and advisor to customers on OA services and support

  • Acknowledged as a recognised expert, and customer advisor, related to a particular OA technique or domain
  • Give scientific briefings and presentations; write and/or review scientific papers and articles for publication
  • Represent the Agency, as directed, in NATO-related events, E.g. working groups and panels, seminars, workshops
Requirements:Skill, Knowledge & Experience:
  • The candidate must have a currently active NATO SECRET security clearance
  • Analysis of military capabilities, including knowledge and recent expertise in at least one of the military components/domains;
  • Analysis of modern military problems in a range of areas, e.g. determining requirements and capabilities for military operations at strategic and operational levels, analysis of C2 (command and control) or organizational structures;
  • Application of Operations Research / Analysis techniques (such as structured problem analysis, statistical analysis, simulation and optimisation);
  • Development of Operations Research / Analysis supporting models and tools, staff decision aids, databases, data collection and/or survey tools;
  • Ability to work and communicate effectively with military staff.
