Following a period of sustained growth over the last five years, we are looking for a Surveyor Manager to ensure PARCOR has an appropriately skilled, geographically balanced, reliable and commercially sustainable external surveyor and assessor network capable of meeting current project requirements and forecast demand.

The role owns external-resource planning, recruitment, supplier relationships, capacity, commercial performance, deployment strategy and supplier-performance management.

Key Responsibilities

  • 1. Capacity and demand planning
  • Maintain a forward view of surveyor and assessor demand by service, project, geography and competence, using live project requirements and the future pipeline.
  • Identify capacity gaps early and maintain recruitment, onboarding and contingency plans that support mobilisation lead times and reduce delivery risk.
  • Work with Project Managers to understand project phasing, productivity assumptions and priority areas, translating these into a practical resource plan.
  • Maintain visibility of available capacity, geography, onboarding, competence and project suitability across the external network.
  • 2. Recruitment and network development
  • Lead proactive recruitment of freelance surveyors and assessors, prioritising direct relationships where commercially and operationally appropriate.
  • Build and maintain a geographically resilient network, with particular focus on known hard-to-resource areas and service-specific competence gaps.
  • Own the supplier onboarding process at a management level, ensuring required commercial, compliance and competence checks are completed before allocation.

Routine document collection may be supported by the other support staff.

  • Develop preferred supplier/surveyor tiers based on competence, reliability, productivity, quality and commercial performance.
  • 3. Supplier relationship and performance management
  • Own day-to-day commercial relationships with freelance surveyors, assessors and relevant agencies, ensuring expectations, rates, availability and service requirements are understood.
  • Monitor supplier performance using project, scheduling and QA data, including reliability, productivity, quality, no-access behaviour, communication and cost.
  • Hold performance conversations where required and agree improvement actions, increased monitoring, restricted allocation or removal from the active panel where appropriate.
  • Work with the Technical & Quality Manager so that technical QA findings and competence information directly inform supplier-performance and allocation decisions.
  • 4. Commercial and deployment efficiency
  • Manage supplier rates and commercial terms within agreed parameters, escalating material exceptions for approval.
  • Reduce avoidable travel, agency dependency and inefficient deployment by balancing geography, availability, competence, productivity and cost.
  • Set allocation principles and capacity priorities for the Operations Scheduler and Project Managers; the Scheduler remains responsible for day-to-day appointment execution.
  • Identify and quantify cost-saving opportunities without compromising service quality or delivery resilience.
  • 5. Risk, reporting and improvement
  • Maintain contingency plans for regional shortages, specialist competence gaps, supplier failure and peak-demand periods.

Report capacity, recruitment, supplier performance, commercial risks and improvement opportunities to the Head of Operations and relevant Project Managers.

  • Chair or lead regular resource and supplier-performance reviews, with clear actions and ownership.
  • Work with the IT Infrastructure & Systems Manager to improve visibility, automation and reporting of external-resource data.
  • Continuously improve network-management processes so the model can scale without adding unnecessary fixed overhead.

  • Experience managing an external workforce, supplier network, field resource or comparable operational supply chain.
  • Strong planning and forecasting skills, with the ability to translate project pipelines into resource requirements.
  • Commercial awareness and confidence discussing rates, cost, value and supplier performance.
  • Strong data-analysis skills and the ability to use performance information to make allocation and supplier-management decisions.
  • Excellent relationship-management and communication skills across suppliers, internal teams and senior stakeholders.
  • Proactive problem-solving, with the ability to anticipate shortages and put contingency plans in place before delivery is affected.
  • Good understanding of geographically distributed field operations; knowledge of surveying, EPC or retrofit delivery would be advantageous.
  • Comfortable working in a fast-moving environment where demand and regional resource requirements can change quickly.
