About The Role
We’re looking for a confident and collaborative Head of Data Quality & Governance to lead development and embedding of enterprise‑wide data governance and data quality frameworks. This is a fundamental role at the heart of our transformation journey, ensuring our data is accurate, trusted, secure and used responsibly across the organisation.
You’ll work closely with senior leaders, system owners, data stewards and operational teams to build a culture of ownership, accountability and good data practice.
Key Responsibilities
- Lead data quality monitoring and remediation, ensuring organisational data is accurate, consistent and trusted
- Improve data quality at source through strong business partnership
- Provide assurance on KPIs, reporting and regulatory submissions, including SDR
- Maintain data standards and ownership models across the organisation
- Promote data literacy and good data practice across teams
- Lead and develop a specialist governance function
- Embed enterprise‑wide data governance frameworks that support clarity, ownership and accountability
- Ensure GDPR and data protection compliance

You’re a persuasive and pragmatic leader who brings clarity to complex issues. You understand that data quality and governance are as much about culture and behaviour as they are about frameworks and controls. You’re curious, calm under pressure and able to influence senior stakeholders with confidence.
You balance assurance with practicality; helping the organisation move forward without unnecessary bureaucracy. You’re passionate about improving data quality at source and enabling colleagues to make better decisions through better information.
Must Haves
- Experience leading data quality, data governance or information management functions
- Experience improving data quality in complex organisations
- Ability to influence and challenge constructively
- Clear communication of data risk, assurance and recommendations
Strong Understanding Of
- Enterprise data quality management
- Social housing regulatory reporting (TSMs, SDR, STAIRS)
- Metadata, data lineage and data quality tooling
- Data governance principles and frameworks
- GDPR and regulatory data requirements
Nice to Haves
- Experience supporting organisational integration or transformation
- Experience working with regulators, auditors or inspection bodies
- Knowledge of data standards and frameworks across housing services
- Skills in workshop facilitation, organisational enablement and root‑cause analysis
- Experience in housing, public sector or regulated environments
