Job description

The Finance Directorate is one of the most dynamic and forward-looking places to work. We provide professional finance advice and challenge which ensures that the Home Office delivers value for money to the taxpayer and protects the Accounting Officers in their responsibilities for regularity, propriety, value for money and feasibility on all spending decisions. We ensure that finance is at the heart of decision making and operate a business partner model to support strategic planning, operational control and by working within challenging budgets through effective financial reporting, management and planning.

Accounting Operations Unit sits at the heart of Home Office finance. We are responsible for a number of key functions including Corporate Reporting, HMT Reporting, Management Accounting and Financial Reporting and are currently expanding in size and scope. This is an exciting time to join Accounting Operations Unit due to the spans of the roles, fast-changing environment and delivering on Ministerial priorities. The Head of Unit Costing & Income Modelling role is responsible for leading the Fees & Income Planning Team’s programme of unit costing work as well as income modelling to support the department’s wider funding strategy. The role is responsible for line management of 2 SEOs, and plays a critical enabling role to the development of key finance products including departmental transparency returns and the Annual Reports and Accounts. The role has an important transformation focus, with the current role holder having initiated work to streamline and simplify existing cost models and associated processes in order to deliver greater efficiency and assurance. The role is also responsible for supporting the response to high-priority Ministerial requests for modelling of fees options to support broader funding strategy considerations, including as part of Spending Reviews, working with Finance Business Partners and Home Office Analysis and Insight to ensure that forecasts are robust, consistent and take into account the latest policy and operational developments.

There are a number of different roles currently available in Accounting Operations Unit and Fees & Income Planning, and we will hold a reserve list should any further roles become available.

We currently have Management Accounting and Costing & Income Modelling roles available. Other roles may also become available, and you will be asked for your preference if you are invited to interview. We will also be able to provide more information on each of the current roles at that stage.

Working Pattern

This role is available on a full-time basis with the option ofcompressed hours working. This role is also suitable forpart-time working hours.

Person specification

Essential criteria

  • Strong leadership, interpersonal skills and authority; able to successfully foster and manage inter-relationships between own team and other areas. A proven track record of creating a common purpose and instilling organisational values and behaviours that promote a corporate vision.
  • Proven experience of working in a multi-stakeholder environment; the ability to deal with and meet conflicting stakeholder preferences and demands.
  • A proven track record of providing high quality financial analysis and advice across a wide range of complex business and financial issues, with strong quantitative and analytical skills. A proven track record of working with large and complex budgets.
  • Work confidently with financial data and systems when making decisions; interpret trends, issues and risks and where appropriate investment appraisals.
  • Adopting and promoting an organisational culture that is positive about change and committed to delivery of the strategic vision.
  • Knowledge of Enterprise Resource Planning Financial system.
  • Qualifications: Consultative Committee of Accountancy Bodies (CCAB) or Chartered Institute of Management Accountants (CIMA) qualified, part qualified or currently studying for one of these qualifications. Or financial experience which may have been gained over a period of time or through intensive financial Management in a shorter timeframe.

Desirable criteria

  • Excellent Excel skills and a strong rounded knowledge of IT and accounting packages.
  • Experience of producing statutory accounts, and of working with external auditors (Financial Reporting roles only).
  • Experience identifying and embedding positive change to processes and ways of working to support greater efficiency and assurance in delivery.
