Job Description
Service Care Solutions are working alongside a Local Authority in Caerphilly who are looking to recruit a talented Group Accountant (Capital) to join their team on a temporary contract. Please find a description of the role below.
Role: Group Accountant (Capital)
Location: Caerphilly
Rate: £23.70 to £26.81 per hour (PAYE exc.) / £26.55 to £30.12 per hour (Umbrella/LTD)
Contract: 3 months on going.
Working: Hybrid (2/3 per week in office)
Role Overview:
- MUST have local authority experience
- Support preparation, monitoring, and reporting of the Capital Programme.
- Ensure accuracy and compliance of the Capital Ledger and related transactions.
- Lead the closure of capital accounts; assist with revenue account closure.
- Manage the Council\’s borrowing and investment activities, making daily decisions to optimise cash flow and returns.
- Draft the annual Treasury and Capital Strategies for senior approval and Council ratification.
- Monitor and report prudential indicators in line with CIPFA guidance.
- Oversee bank reconciliations, cash transfers, and petty cash administration.
- Ensure holding accounts are reconciled and cleared in line with protocols.
- Complete statutory financial returns to Welsh Government, CIPFA, and others.
- Recommend improvements to financial processes and provide advice to finance staff and managers.
- Strong knowledge of local government finance and Treasury Management.
- Experience with capital accounting and financial reporting.
- Ability to interpret and apply regulatory frameworks (CIPFA, statutory guidance).
- Excellent analytical and communication skills.
