Panoramic Associates are delighted to be supporting the London Borough of Brent with the appointment of a permanent Strategic Programme Manager - Adult Social Care. This is a pivotal opportunity to join Brent at a time when the Council is strengthening its strategic change delivery function and building a closer connection between directorate-led transformation and the Corporate Programme Management Office.

The successful candidate will act as a senior delivery partner for Adult Social Care, ensuring that complex transformation work is shaped well, governed effectively and connected to Brent's wider corporate priorities. Brent is an ambitious, diverse and resident-focused borough. Its transformation agenda is not only about structures, processes or savings; it is about improving outcomes for people and communities. In Adult Social Care, that means supporting independence, improving access, making better use of digital and technology-enabled care, and ensuring services are designed around residents and carers rather than organisational boundaries.

The opportunity

As Strategic Programme Manager - Adult Social Care, you will provide hands-on programme leadership across a high-profile portfolio of change. You will work closely with Directors, Senior Responsible Owners, programme leads and operational colleagues to shape transformation activity from early thinking through to delivery.

You will be the strategic link between the corporate portfolio and the Adult Social Care transformation agenda, ensuring that adult social care priorities are visible, joined up and aligned with wider programmes such as resident experience, neighbourhoods, prevention and digital change. You will bring structure, pace and constructive challenge, while building the trust needed to influence in a complex democratic environment.

This role will suit someone who understands the pressures and opportunities facing adult social care, but who can also operate beyond a single service area. Brent is looking for someone who can connect commissioning, demand management, prevention, technology and service redesign into a coherent delivery approach.

What you will be doing

You will lead and support complex transformation programmes within Adult Social Care, ensuring that work is aligned to the Council Plan, the Embrace Change portfolio and Brent's financial sustainability requirements. You will strengthen programme plans, governance, reporting, milestones, benefits, risks and dependencies, making sure that senior stakeholders have the insight they need to make good decisions.

A significant part of the role will involve working across boundaries. You will connect Adult Social Care transformation into wider corporate programmes, particularly where there are dependencies with resident experience, digital access, neighbourhood working, prevention and technology-enabled care. You will help ensure that Adult Social Care is represented effectively through the relevant governance and programme boards and that opportunities for collaboration are not missed.

You will also help Brent embed a more outcome-focused approach to transformation, using methods such as OKRs, benefits realisation and test-and-learn thinking to move from intent to measurable delivery. This will require a confident and credible style: someone who can support directorates, challenge constructively and keep programmes focused on what will make the biggest difference for residents.

What we are looking for

Brent is seeking a strong programme professional with experience of leading complex transformation in a public sector or similarly complex environment. You will bring a good understanding of adult social care, including areas such as commissioning, demand management, prevention, digital transformation and technology-enabled care.

You will be comfortable working with senior stakeholders, including Directors, SROs and programme boards, and you will understand how to create clarity in ambiguous or fast-moving change environments. Experience of programme governance, benefits realisation, outcome-focused delivery and both traditional and agile delivery methods will be important.

The Council is also progressing a wider Target Operating Model design phase, so experience of organisational design, TOM development or service redesign would be valuable. Most importantly, you will bring the ability to translate strategy into delivery, build relationships across directorates and keep transformation focused on better outcomes for residents.
