We are currently seeking an experienced Interim Metering and Billing Manager to join a forward-thinking London Local Authority on a 6-month contract. This pivotal role is focused on delivering a practical and legally compliant billing solution for heating in response to forthcoming changes in heat network regulations.
Key Responsibilities:
- Lead the development of a robust billing framework for heat networks, ensuring full compliance with emerging regulatory requirements.
- Provide expert advice on leasehold service charges, including the influence of lease terms and legislation on applicable recharges.
- Rapidly assimilate the regulatory landscape, assessing implications for both tenants and leaseholders.
- Engage in co-design sessions with residents, legal teams, finance departments, and other stakeholders to collaboratively shape billing options.
- Produce detailed documentation outlining viable billing strategies, including risk analysis, legal considerations, and implementation pathways.
- Present recommendations for approval by the Leadership Team, aligning operational, legal, and strategic objectives.
