Panoramic Associates is currently working with a Local Authority to facilitate the appointment of an experienced Project Manager to lead environmental enforcement activity and manage an externally commissioned enforcement contract. This role will sit within a Clean & Green / Environmental Services function and will focus on improving outcomes across issues such as fly-tipping, waste presentation and littering.
Responsibilities of the Role:
- Lead and develop the environmental enforcement function, ensuring activity is consistent, proportionate and legally compliant.
- Commission, mobilise and manage an external enforcement contract, including KPI management, service standards and budget oversight.
- Manage a wider portfolio of service improvement projects across Clean & Green / Environmental Services.
- Produce business cases, project plans and reporting frameworks, providing clear updates to senior stakeholders.
- Build effective working relationships across internal teams (e.g., legal, communications, waste operations) and external partners/contractors.
To be successful in the role you will have:
- Demonstrable experience in environmental enforcement / regulatory services (e.g., fly-tipping, littering, waste duty of care).
- Strong contract management experience (supplier performance, KPIs and financial control).
- Proven ability to deliver projects in complex environments with clear governance and reporting.
- Excellent stakeholder management and communication skills, including presenting updates clearly to a range of audiences.
- Experience within a Local Authority / public sector setting is essential.
