Formed in April 2006 as an Arms Length Management Organisation (ALMO) we work in partnership with Sutton Council and its residents, managing over 6,000 council properties and over 1,470 leasehold properties in Sutton. The Opportunity: We are seeking an accomplished Compliance Contract Manager to take principal responsibility for a designated portfolio of our “Big 6” statutory compliance workstreams. This is a senior and influential role within Asset Investment and Sustainability, offering the opportunity to shape the delivery of high-value compliance programmes and help protect the safety of our residents, properties and communities. You will hold delegated accountability for complex contracts, investment decisions, risk assessment and remedial strategies, while providing strategic cross-cover across the wider compliance portfolio to support organisational safety and resilience. You will lead multi-million-pound statutory compliance programmes, manage contractor performance against demanding KPIs and service levels, and oversee the full commercial lifecycle of contracts. This will include variations, payment validation, financial forecasting, procurement specifications and the appointment and management of specialist consultants. Combining technical authority with strong commercial judgement, you will play a key role in maintaining the “Golden Thread” of compliance information, resolving complex building-safety issues and ensuring that statutory records are technically robust and audit-ready. Key Responsibilities Will Include: As a Compliance Contract Manager, you will: Lead the delivery of high-value statutory compliance portfolios, ensuring programmes and remedial works are completed to the required technical, financial and regulatory standards. Direct the full contract lifecycle, including contractor performance, variations, payment validation, budget management and long-term financial forecasting. Hold contractors to account against agreed KPIs and SLAs, addressing performance failures and driving a culture focused on preventing overdue compliance actions. Act as the technical lead for compliance-related procurement, developing specifications for complex works and managing specialist consultants. Serve as the organisation’s technical authority for designated “Big 6” compliance workstreams, while providing senior-level cross-cover across the wider portfolio. Undertake and oversee technical audits and site inspections, identifying systemic failures and authorising appropriate remedial strategies. Lead the identification, escalation and mitigation of significant compliance risks through the corporate risk-management framework. Take ownership of the technical integrity of compliance records held within Northgate/NEC, ensuring information and statutory certification are complete, accurate and audit-ready. Lead the organisation’s approach to “no access” cases, including the use of appropriate legal processes and the preparation of evidence for injunction proceedings. Act as the senior Subject Matter Expert for complex resident and leaseholder enquiries, complaints and disputes. Lead the technical requirements associated with Section 20 leasehold consultation, helping to protect the organisation’s ability to recover qualifying compliance costs. Monitor and evaluate relevant safety and compliance policies, recommending improvements and overseeing the implementation of policy and audit actions. Lead and develop Compliance Administrators, creating a high-performing culture built around technical accuracy, accountability and continuous improvement. Produce clear reports, budget estimates and strategic risk assessments for senior and board-level audiences. Work closely with internal teams including Legal, Finance and Housing, as well as relevant external regulators and technical specialists. Qualifications Required: Desirable: Academic: Degree, HNC, or equivalent in Building Services, Engineering, Facilities Management, or a relevant technical discipline Professional: Level 5 or 6 qualification in a relevant safety or technical field (e.g., Level 6 Diploma in Applied Health and Safety or equivalent Building Safety qualification) Chartership/Professional Membership: Membership of a professional body at a senior level (e.g., MRICS, MCIBSE, MIWFM, or C.Build E) Safety Leadership: NEBOSH National Certificate in Fire Safety or Construction, or a dedicated Legionella/Gas/Electric safety management qualification Essential Requirements: To succeed in this role, you will be able to demonstrate: Significant experience leading complex M&E, facilities management or statutory compliance contracts using appropriate contractual frameworks, such as NEC, JCT or TPC. A strong track record of strategic contractor performance management and complex dispute resolution. Experience managing substantial budgets, including forecasting, expenditure planning and the delivery of value for money. Extensive technical knowledge of statutory compliance within a regulated environment, with broad understanding across the “Big 6” workstreams. The ability to provide authoritative technical advice and resolve complex compliance issues that fall outside standard processes. A sophisticated understanding of leasehold service charging and Section 20 consultation requirements. Experience leading and developing technical or compliance-focused colleagues. Advanced analytical and diagnostic skills, with the confidence to scrutinise asset data, technical reports and the professional recommendations of consultants and specialist engineers. The ability to manage competing priorities across multiple high-risk workstreams in a complex and fast-moving environment. Strong communication and stakeholder-management skills, including the ability to handle sensitive resident matters, contractor disputes and senior-level reporting. A valid driving licence and access to a vehicle with appropriate business insurance. The ability to satisfy the requirements of an enhanced DBS check. Flexibility to work evenings or weekends where required.
