BSIP Programme Coordinator
Location: Gloucestershire (Hybrid – 2-3 days per week in office)
Salary: £50,800 – £52,800 per annum

Panoramic Associates is proud to be working exclusively with Gloucestershire County Council to appoint a BSIP (Bus Service Improvement Plan) Programme Coordinator. This is a rare opportunity to lead a high-profile, transformational transport programme that directly impacts residents, communities, and the future of sustainable travel across the county.
About the Role:
Gloucestershire County Council has been awarded £8 million by the Department for Transport (DfT) to deliver the Bus Service Improvement Plan in 2025/26. In addition to the Council\’s existing £5 million transport budget, this funding will support a wide range of capital and revenue initiatives to revitalise the public transport network.
As the BSIP Programme Coordinator, you will be responsible for the end-to-end coordination of this extensive programme of works, including the introduction of new and enhanced bus services, targeted highway improvements to reduce journey times, and a variety of schemes designed to promote and increase bus usage across Gloucestershire.
This role sits within the Council\’s Integrated Transport team and will be central to ensuring delivery is effective, accountable, and aligned with both local needs and national objectives.
Key Responsibilities:

Lead and coordinate the delivery of the BSIP programme across multiple internal and external stakeholders

Ensure projects are managed effectively, with robust planning, reporting, and governance processes

Monitor programme progress against objectives, timelines, and budgetary targets

Support procurement, contract management, and compliance with DfT funding requirements

Develop strong working relationships with transport providers, councillors, government agencies, and local communities

Prepare reports, briefings, and funding updates to support internal and external decision-making
About You:
We are seeking a proactive, detail-oriented programme coordinator with a strong background in public sector project delivery-ideally in transport, infrastructure, or place-based services.
You will bring:

Experience in managing or coordinating BSIP Programmes.

A solid understanding of local transport policy, funding, or service improvement

Previous Local Authority experience within a similar role

Excellent communication and stakeholder engagement abilities

Knowledge of the Department for Transport\’s frameworks and the workings of local government (desirable)
Working Arrangements:
This is a hybrid role, requiring 2-3 days per week in the Gloucestershire office, with flexibility for remote working on the remaining days. Some site and stakeholder visits may also be required.
