The Humanitarian and Stabilisation Operations Team (HSOT) is contracted by Palladium to deliver the Humanitarian Emergency Response Operations and Stabilisation Programme (HEROS), working with FCDO’s Humanitarian Response Department (HCRD) and the Migration and Conflict Directorate (MCD), as well as multiple UK Government teams and partners in 130 countries. The team provides operational and advisory support to meet humanitarian needs and restore stability in sudden‑onset disasters, protracted crises and complex emergencies.
The primary purpose of this role is to support the implementation of effective programme management and data governance, delivering commercial compliance for the HEROS programme. Working with the client and Palladium, the role will be responsible for maintaining the programme’s approach to risk management and compliance with UK laws, FCDO regulations and Palladium policies on the programme. The role will report to the Operations Team Leader and work closely with teams across the programme.
Key ResponsibilitiesThe primary responsibilities of the Operations PM are:
- Coordinate the consolidation, validation, and analysis of data from multiple sources to support the production of consistent, high‑quality reporting such as KPIs.
- Support programme and operational teams to meet workplan milestones, log‑frame requirements, and reporting commitments.
- Ensure the Project Manual is kept up to date through collaboration across HSOT & the wider Palladium Team.
- Support the Operations Team by preparing inputs for meetings, tracking actions and decisions, and ensuring follow‑up across relevant teams.
- Coordinating the approval, booking, and compliance of Core Team Travel requests.
- Support the coordination of transition and exit planning activities across the HEROS programme, in collaboration with the Operations Team Leader and Coordination Cell.
Lead the HSOT Information & Knowledge Management Working Group (IKM WG) to support implementation of the IKM Strategy and the end‑to‑end management of data and reporting across the programme.
- Contribute to the maintenance of data governance practices, including data standards, documentation, and quality assurance processes, ensuring alignment with organisational policies, GDPR, ISO27001, VAT requirements, and audit expectations.
- Support the use and continuous improvement of reporting tools and systems (e.g. dashboards, intranet platforms, data repositories) to enhance accessibility and consistency of operational information across the programme.
- Assist with the development, maintenance, and refinement of reporting frameworks, including PowerBI dashboards, to support visibility of programme performance, risks, and compliance obligations.
- Support in the design and implementation of programme wide‑systems, taking on a Super‑User role for configuration of workflows as required.
- Support programme‑wide risk and compliance processes, including updating Palladium and FCDO risk registers, tracking issues and mitigation actions, and coordinating scheduled reviews.
- Help maintain records and evidence relating to compliance obligations including GDPR, insurance utilisation and billing, VAT determination, and other regulatory requirements, working closely with relevant teams.

Contribute to risk assessment activities and suggest improvements.
Other DutiesUndertake any other duties as appropriate to the position, as requested. Contribute to HEROS contract monthly, quarterly, annual contractual reporting on specialist portfolio, and provide support as requested in support of results‑based reporting. Support business Transition and Exit Planning: Play a pivotal role in adapting to system upgrades and organisational changes, ensuring the workforce is aligned with future business needs. Lead on providing data inputs during the transition phase. This position follows Palladium’s hybrid working policy, requiring a minimum attendance of three days in the office. As appropriate, engage with Palladium UKEA regional team fora and initiatives.
Knowledge, Skills and ExperienceExperience of complex project delivery and the ability to communicate complex procedures and situations to varied stakeholders/clients. Experience of using MS systems to create data analysis tools, e.g. Power BI dashboards. Experience of implementing process and workflow improvements and policy or procedure writing, plus associated audit highly desirable. Experience of workflow configuration in low or no‑code systems such as Salesforce or Monday.com is highly desirable. Proven experience of leading improvement with a specific focus on quality management. Strong communication and interpersonal skills, and proven experience of building excellent working relationships, both internally and externally. Proven ability to deal with a varied, demanding, often conflicting and rapidly changing workload. Act with integrity, reliability, and respect in all interactions. Represent Palladium positively in all professional settings. Take ownership of tasks and responsibilities. Deliver work to agreed standards and deadlines. Follow through on commitments and raise concerns early when issues arise.
This is a permanent role based in London. Candidates must have the Right to work in the UK and minimum of 2 years residency in the UK out of the last 5 years to be eligible for this post.
