We are searching for an experienced Roster Project Manager at our London facility.

Purpose of Position

The Humanitarian and Stabilisation Operations Team (HSOT) is contracted by Palladium to deliver the Humanitarian Emergency Response Operations and Stabilisation Programme (HEROS), working with FCDO’s Humanitarian Response Department (HCRD) and the Migration and Conflict Directorate (MCD), as well as multiple UK Government teams and partners in countries. The team provides operational and advisory support to meet humanitarian needs and restore stability in sudden-onset disasters, protracted crises and complex emergencies.

The Roster Project Manager will be responsible for working closely with the Roster Deputy Team Leader to advertise, source and screen suitable consultants to meet the recruitment needs of OCSM and HRG. The role will also be responsible for supporting the Roster DTL to manage recruitment to the roster for adding humanitarian consultants to the HCRD roster. The role will support the Roster DTL to maintain the responsiveness of the roster, support with CEST assessments and enhance consultant engagement.

You will build on the positive reputation of HSOT deployments to date, understand the importance of pro-active candidate management, and harness the HSOT Roster as a tool to develop and promote the HSOT service offer to FCDO. In doing so, you will raise the profile of HSOT deployments within current clients and other external audiences. You will foster a collaborative relationship between the Rostering Team and the HSOT Programme Management function to ensure processes are streamlined and functional.

Key Responsibilities

  • Advise and support task development with client, including supporting the client with drafting the TORs and carrying out CEST assessments.
  • Carry out off payroll legislation check where required.
  • Advertising the role on HERMIS, managing the sifting of profiles of applicants.
  • Scheduling interviews with shortlisted candidates and technical teams for HRG tasks.
  • Share the pen portrait of the selected candidate with the client to arrange an alignment call.
  • Responsible for checking consultant details are accurate on Deploy and HERMIS.
  • Ensure the consultant profile contains skills and CMF feedback if applicable.
  • Be the point of contact for the consultants to respond to any queries related to the role, recruitment timelines and selection process.
  • Accurately handover completed recruitments to the DRM deployment function.
  • Advertise roles on various job sites.
  • Manage the advert responses and present longlist of candidates to Roster DTL for review.
  • Continue to actively manage open requisitions as needed.
  • Schedule interviews with shortlisted candidates, organising assessments and liaising with technical teams to finalise interview panel.
  • Coordinate the onboarding process for new roster members, working closely with the Vetting Officer to ensure full compliance with all requirements.
  • Send out Welcome packs to new roster members and update details on HERMIS.
  • Provide feedback to unsuccessful candidates, ensuring a suitable recruitment experience.
  • Pro-actively escalate issues/opportunities, seek feedback, and evaluate developing need; leading on improvements to HSOT roster systems and processes and/or direct action with respect to recruitment priorities as required.
  • Report on Security Clearance and HEST completion rates, shared with HR to process clearances and book consultants on HEST course.
  • In conjunction with technical teams, coordinate trainings and orientations for new consultants.
  • Support monthly, quarterly, annual contractual reporting on key result areas and, as required, any other important areas of concern.
  • Assist in the promotion and encouragement of consistency, integrity, and transparency across the team.

  • Contribute to risk assessment activities and suggest improvements.

Other Duties

  • Required to deploy as and when required during emergency response and with other colleagues for welfare/monitoring visits up to 4 weeks at a time.
  • Undertake any other duties as appropriate to the position, as requested.
  • Fulfil role of Duty Officer on rotation, providing week-long out of hours surveillance of emergencies.
  • Support business Transition and Exit Planning: Play a pivotal role in adapting to system upgrades and organisational changes, ensuring the workforce is aligned with future business needs.
  • Lead on providing data inputs during the transition phase.
  • Contribute to HEROS contract monthly, quarterly, annual contractual reporting on specialist portfolio, and provide support as requested in support of results-based reporting.
  • As appropriate, engage with Palladium UKEA regional team fora and initiatives.

Required Qualifications:

  • Experience of managing end to end recruitment preferably within the humanitarian sector.
  • Skilled in using applicant tracking systems and HR information systems to manage candidate pipelines and reporting.
  • Strong communication and collaboration skills to work with hiring managers, operations teams, and external partners.
  • Ability to develop and analyse recruitment metrics to optimise processes and improve efficiency.
  • Strong candidate management to deliver a seamless and engaging candidate journey from application to onboarding.
  • Act with integrity, reliability, and respect in all interactions.
  • Represent Palladium positively in all professional settings.
  • Take ownership of tasks and responsibilities.
  • Deliver work to agreed standards and deadlines.
