The Humanitarian and Stabilisation Operations Team (HSOT) is contracted by Palladium to deliver the Humanitarian Emergency Response Operations and Stabilisation Programme (HEROS). The team provides operational and advisory support to meet humanitarian needs and restore stability in sudden‑onset disasters, protracted crises and complex emergencies. The role is part of the Early Warning, Analysis and Reporting team, monitoring global events to provide early warning, alerts and shape humanitarian responses.

Primary Responsibilities

  • Monitoring and Horizon Scanning

Alert FCDO to sudden onset events and maintain a high level of humanitarian situational awareness through continuous surveillance, research and analysis of crises. Produce updates and situation reports on sudden onset and emerging crises. Contribute to monthly risk identification processes. Support the production and delivery of the Humanitarian Early Warning Note and associated products. Generate ad‑hoc analytical products per FCDO information needs. Manage, structure and store relevant humanitarian data for analysis. Maintain strong working relationships with key HMG and external stakeholders, including scientific and economic experts. On rotation, fulfil the role of Duty Officer, providing out‑of‑hours monitoring and surveillance on behalf of FCDO.

  • Duty Officer System

HSOT provides a 24/7 alerting function to FCDO; the post holder will fulfil the role of Duty Officer, out‑of‑hours and in‑hours, typically for three weeks per year. Maintain Duty Officer protocols and training materials. Train HSOT and HRG Duty Officers as needed.

  • Response Information and Reporting

Generate key information on situation, needs and impact monitoring and forecasting through regular humanitarian updates. Input briefings for politicians, including Cabinet and Prime Ministerial level. Develop response‑specific information management strategy at the outset of rapid onset responses and maintain readiness to deploy in support of FCDO’s work in a humanitarian emergency. Deliver the information function in response, sourcing and presenting information (briefing packets, briefs, timelines, infographics). Establish information management systems and tools to support better‑informed response decisions. Support comprehensive analysis of HRPs, funding proposals and other evidence to inform HSOT recommendations and FCDO response decisions. Contribute input to communications products, regular reporting highlighting response and support review/learning processes. Contribute actively to the Humanitarian Information Management and Analysis Community of Practice and the development of the HIMA toolbox. Work constructively, share knowledge, support others and contribute to a positive team culture. Be open to feedback and adapt to meet team needs. Be aware of potential risks to effective programme management and contribute to mitigation measures according to job role. Participate in established risk management procedures, including reporting issues against identified risks and monitoring effectiveness of mitigation measures. Contribute to risk assessment activities and suggest improvements.

  • Other Duties

Deploy at short notice to support an FCDO response for up to four weeks for up to 40% of time. Participate in HEST training and work to mitigate safety and security threats for self and others. Undertake any other duties as appropriate to the position. Contribute to HEROS contract monthly, quarterly and annual reporting on specialist portfolio. Support business transition and exit planning, providing data inputs during the transition phase. Follow the hybrid working policy, with a minimum attendance of three days in the office. Engage with Palladium UKEA regional team fora and initiatives as appropriate.

Knowledge, Skills and Experience Required

  • Research and field operational experience with INGO, UN or similar organisation.
  • Practical knowledge of humanitarian response information tools and operations.
  • Experience in reporting, delivering briefings, public speaking and facilitating meetings.
  • Information management skills, including proficiency in Excel and Power BI.
  • Demonstrable knowledge and experience of humanitarian theory, practice and architecture, humanitarian risk assessment, planning and managing responses.
  • Native fluency in English.
  • Proven research and analytical skills and experience of providing humanitarian information management and reporting during rapid onset crises.
  • Exceptional organisational and prioritisation skills, able to handle a varied, demanding and rapidly changing workload while meeting commitments and deadlines.
  • Act with integrity, reliability and respect in all interactions, and represent Palladium positively in all professional settings.
  • Take ownership of tasks and responsibilities, deliver work to agreed standards and deadlines, follow through on commitments and raise concerns early when issues arise.

Permanent role based in London; candidates must have the right to work in the UK and a minimum of 2 years residency in the UK out of the last five years.
