Operating in over 50 countries, Palladium is a global consulting and implementation company working in partnership with governments, businesses, investors, and communities to design and deliver solutions that create lasting positive impact. We address some of the world’s most complex challenges across infrastructure, economic growth and natural capital, health, energy, climate and environment, and digital transformation—strengthening systems, institutions, and markets to support inclusive and sustainable development. Our more than 2,100 staff worldwide work as trusted advisors across diverse contexts, combining deep technical expertise, implementation techniques, and innovative technology to deliver locally informed, client-focused solutions that help organisations achieve measurable, sustainable impact.
Palladium is part of GISI’s Consulting Group, which aims to create solutions for the world’s most complex challenges. With annual revenues of $14 billion, GISI’s approximately 15,000 employees are engaged in projects across 100 countries worldwide providing construction, program/project management, and engineering consulting services.
This role sits at the very center of Palladium’s transformation into a scaled government solutions and infrastructure advisory partner. We are seeking a Government Solutions Director to play an externally focused role in advancing Palladium’s evolution. The Director will lead Pillar 3 of Palladium’s strategy, focused on infrastructure enablement, domestic resilience, and deepening our partnership with GISI’s engineering and consulting businesses.
This pivotal role will spearhead the creation, refinement, and commercialisation of innovative offerings for government and private sector clients. The Director will act as a market-facing leader and deal shaper, spending significant time engaging with senior government officials, infrastructure developers, engineers, investors, and strategic partners—often well before opportunities are formally defined.
The ideal candidate comes from a consulting or advisory background and has worked directly with government or infrastructure clients, has supported or led business development, capture, or client growth, is comfortable working with ambiguity and limited structure, and enjoys external engagement and relationship-building.
Location: The position will be based in Palladium’s London office. Please note that applicants must have the right to work in the UK, as visa sponsorship is not available for this role. Palladium follows a hybrid working model, with three days in the office and two days remote.
The Government Solutions Director will report directly to the CEO and work closely with the COO, regional managing directors, and GISI Consulting Group leadership on market, product, and commercial priorities. This role will liaise with Group finance, strategy, business development, and communications as well as senior government officials, private sector clients, and strategic partners.
Primary Responsibilities
- Market & Relationship Leadership (Core of the Role)
- Serve as a senior face of Palladium in infrastructure, resilience, and government solution markets
- Build and sustain relationships with senior government decision-makers, regulators, and funders—often over long sales cycles
- Cultivate trust through consistent engagement, dialogue, and in-person presence
- Identify where Palladium and GISI should be at the table long before tenders are released
Strategic Deal Development & Closure
- Shape opportunities from early concept through to commercial close
- Lead capture strategies for high-value, complex, multi-stakeholder deals
- Drive senior-level pitches, negotiations, and deal closure—not just bid submission
- Own pricing strategy, go/no-go decisions, and final commercial recommendations
- Be accountable for revenue, margin, and pipeline performance, not just activity
Partnership & Ecosystem Building
- Actively develop joint propositions with GISI engineering and consulting partners
- Bring together Palladium, GISI, and external partners into compelling, delivery-ready offerings
- Navigate complex group structures and incentives to align teams around shared wins
Product & Offer Development
- Convert real delivery capabilities into clear, repeatable, and sellable offers
- Pressure-test whether offerings will actually win—politically, commercially, and practically
- Ensure propositions are shaped for decision-makers, not just procurement checklists
AI-Enabled Commercial Advantage
- Use AI practically to accelerate market analysis, opportunity shaping, and bid development
- Embed AI-supported insight and drafting into commercial workflows
- Expect technology to be a competitive advantage, not a concept paper
Essential Criteria
- Proven success in strategic sales, government relations, partner-led growth, or solutions leadership
- Demonstrated ability to influence and close deals in government, infrastructure, or regulated environments
- Experience operating across multi-entity, group, or consortium structures
- Strong political and commercial judgment in senior, government-facing settings
- Practical use of AI to sharpen insight, positioning, and commercial outputs
Core Skills
- High commercial drive, ambition and hunger to build, shape and close a pipeline of substantial new work
- Strategic insight into government and infrastructure markets, with an ability to anticipate demand
- Product mindset – able to synthesise capabilities into clear, differentiated offers
- Strong political awareness and judgement in government-facing environments
- Excellent relationship-building ability with senior government and private sector stakeholders
- Outstanding written and verbal communication skills, including the ability to create compelling decks and proposals
- High digital and AI literacy, applied practically
- Resilience, pace, and the ability to operate autonomously in a business undergoing meaningful change
Applications will be accepted on a rolling basis. We encourage you to apply early as the position may close once a suitable candidate is found.
