The Office of Rail and Road's role is to protect the interest of rail and road users, improving the safety, value and performance of the railways and road today and in the future.

Job Description

  • Lead Complex Projects: Deliver high-impact projects within the team's work programme, including market studies and enforcement cases under the Competition Act 1998.
  • Strategic Decision Making: Work with the Competition Team to take strategic decisions on complex cases, ensuring resources are focused to maximise the ORR's impact.
  • Senior Stakeholder Engagement: Influence and build credibility with senior industry figures, concurrent regulators, and the wider competition community.
  • Expert Analysis: Analyse voluminous and complex evidence to provide clear, actionable advice on regulatory decisions and informal interventions.
  • Integrated Regulation: Understand and navigate the interrelationship between competition law, safety policy, and economic regulation to support wider ORR objectives.
  • Knowledge Leadership: Influence colleagues across the ORR to strengthen the organisation's collective understanding of competition law and policy.

The Successful Applicant

  • Technical Skills (Lead Criteria)
  • Project Leadership: Proven experience playing a key role in complex competition or regulatory projects, including delivering to tight deadlines, working cross functionally and supporting effective decision-making. Examples include enforcement of competition law, market studies, or sector-specific regulatory projects.
  • Subject Matter Expertise: Demonstrate subject matter expertise in competition law and policy and its interrelationship with economic and other types of sector specific regulation.
  • Evidence Analysis: Able to analyse complex and voluminous evidence and materials to present clear advice on effective regulatory decisions.
  • Experience Cross-Functional Delivery: Experience working across different functions and managing external consultants to deliver project goals.
  • Stakeholder Influence: Proven ability to engage with and influence senior industry figures and build institutional reputation within a regulatory context.
