Job Description

To support project leads in the development of the financial plan at the business case stage so there is a clear baseline profile. To monitor the delivery of the financial benefits against the baseline financial plan for each project. Working closely with the Finance Business Partner and programme teams, prepare interim and final reports to each Programme Board and provide an aggregate report to the Transformation Board monthly, reporting variances between actual and forecasted benefits, risks, issues and mitigations. To ensure that the Service area budget managers are supported and have access to appropriate financial advice and support so that they are able to manage the transformation process and budgets effectively and are accountable for the financial performance of their projects. Assist in the investigation of plan versus actual variances as identified or highlighted by budget holders or project teams. To provide assurance to the Council's Director of Finance and the Director of Transformation highlighting key issues requiring attention. Provide technical support and assistance to budget holders during the development and delivery of projects and programmes. Track, monitor and report the running costs of the direct resources aligned to the Transformation Programme. Carry out scenario and design modelling whilst understanding the financial impact of changes to service delivery and/or income levels. Ensure robust and consistent financial management practices are in place. Develop and maintain relationships with other members of the finance team. Take part in finance induction of new staff members as appropriate.

The Successful Applicant

Qualified Accountant with a minimum of 3 years local government finance experience. A good understanding of budgetary control and financial management/strategic financial planning. Experience of working as part of a busy accounting function. Experience of working with senior managers and elected Members and political awareness. Ability to build project costs and benefits from a zero base for each project area whilst ensuring that all key assumptions are documented. High levels of attention to detail.
