Engineering Manager – UoB & STEF

We are seeking an experienced Engineering Manager to oversee the design, implementation, and commissioning of the Simulant Testing & Evaluation Facility (STEF) and associated UoB trial facilities for the E.U. Project. The role requires close collaboration with Design Hubs, external suppliers, and stakeholders to ensure that all design and trial activities meet client and regulatory requirements.

Key Responsibilities

  • Act as the Engineering Point of Contact for all parties relating to UoB and STEF
  • Draft the UoB Trial Scope / Specification and produce technical specifications for the main plant items in collaboration with the Client and PP&E PEMs
  • Work with HUB Designers to ensure that UoB trial equipment designs and manufacture meet client and trial requirements
  • Assist UoB personnel in commissioning and setting UoB trial equipment to work
  • Liaise with and manage Client stakeholder(s) to ensure trial outputs meet client and Project demands
  • Monitor and provide regular updates on progress from design to trials to the HUB PM
  • Provide management and guidance to the STEF suppliers
  • Support timely communication of design information from Design Hubs into the STEF design
  • Assist with the establishment and implementation of project manpower needs and coordinate technical activities among disciplines
  • Ensure compliance with all statutory and licensing requirements
  • Compile discipline lists to develop a master document list for the Hub
  • Develop subcontract and work‑package descriptions in line with the contracting plan for the STEF project
  • Coordinate work‑hour estimates and transfer information to Project Controls for engineering cost estimate preparation in collaboration with the HUB PM
  • Cooperate with other departments involved in the project
  • Schedule and coordinate meetings between Project Engineering, the client, and other outside groups
  • Keep stakeholders advised of project progress, performance, delays, adverse trends, errors, and omissions
  • Produce and maintain documentation of meetings, agreements, conversations, etc., that affect the conduct of the project
  • Coordinate customer engineering comments, approvals, and requests with functional activities of all disciplines
  • Coordinate independent engineering design reviews by discipline engineering management alongside the PP&E Senior PEM
  • Manage design change using the Project process and inform design suppliers of required changes, ensuring a full audit trail
  • Attend trial sites and client sites as required to meet schedule and testing dates

Required Qualifications

  • Proactive mentality to drive projects at pace and problem‑solve effectively
  • Formal qualification in a relevant Engineering discipline
  • Engineering Management experience leading suppliers’ teams
  • Experience in setting up, running, and reporting on engineering trials
  • Proven experience within a highly regulated construction sector (including commissioning)
  • Sound understanding of CDM regulations
  • Understanding of Building Services – Mechanical & Electrical disciplines and outputs
  • Currently hold a SC qualification or be prepared to go through the SC process

Preferred Qualifications

  • Awareness of NEC Contracts and RIBA processes
