This is an exciting opportunity to lead PA Housing’s utilities portfolio at a pivotal time of change. As we prepare for Ofgem’s new heat network regulations in January 2026, you’ll play a key leadership role in ensuring compliance, driving service excellence and delivering value for money for residents. You’ll take ownership of our heat networks, solar PV and communal utilities, ensuring reliable, efficient and customer-focused services across our homes. From shaping smart metering rollout and renewable energy strategy to improving billing accuracy and resident transparency, you’ll drive innovation, performance and continuous improvement across the service. This is a highly visible leadership role where you’ll influence strategy, challenge existing ways of working and help shape the future of utilities at PA Housing. This is a 2 year fixed term contract.
Some of the key tasks and responsibilities include:
- Leading compliance readiness for Ofgem’s new heat network regulatory framework
- Managing heat networks, solar PV assets and communal utility services to maximise performance and resident benefit
- Driving smart metering rollout and improving billing accuracy across the estate
- Managing utility contracts, supplier relationships and procurement strategies
- Leading resident consultation on tariffs, value for money and service improvements
- Monitoring data and performance to identify opportunities for cost savings and efficiency improvements
- Managing utility budgets and ensuring strong financial control
- Working closely with internal teams, contractors and external regulators to deliver seamless service performance
- Driving continuous improvement through process redesign and service innovation
To be successful in this role, we’d be looking for the following…
- Significant experience managing utilities, energy contracts or heat network services
- Strong knowledge of heat network regulation, energy markets and utility procurement
- Experience leading service improvement and operational change
- Excellent stakeholder management and communication skills
- Strong financial and analytical capability
- A customer-first mindset with a passion for innovation and service excellence
