A West Midlands local authority is seeking an experienced Environmental Health Officer to join its High‑Rise and Medium‑Rise Mediation Programme. This is a major multi‑year project running until March 2027, with strong potential to extend beyond this.

This role is ideal for professionals with experience in fire safety, high‑rise residential compliance, enforcement, or building safety legislation.

Role Overview

You will support a specialist programme focused on improving safety and compliance across high‑rise and medium‑rise residential buildings.

  • Hours: Full-Time
  • Working Pattern: 2–3 days in the office, remainder remote
  • Location: West Midlands
  • Contract: Until March 2027
  • Rate: £55–£60+ per hour
  • IR35: TBC
  • Level Required: Level 4+ (Fire Risk / Building Safety)
Key Responsibilities
  • Inspect high‑rise and medium‑rise residential buildings to assess compliance
  • Carry out enforcement actions under relevant housing and fire safety legislation
  • Support mediation and engagement with building owners, managing agents and stakeholders
  • Prepare clear, evidence‑based reports for enforcement, compliance and safety case reviews
  • Work collaboratively with Fire & Rescue Services, Building Control and internal teams
  • Contribute to Building Safety Case preparation and oversight
Ideal Candidate Profile

This role is suited to someone with a strong background in fire safety, building safety, environmental health, or high‑rise residential compliance.

Key strengths and qualifications include:
  • Qualified Fire Risk Assessor (ABBE Level 4 or above)
  • Experience assessing fire safety in high‑rise residential buildings
  • Strong working knowledge of:
  • Building Safety Act 2022
  • Fire Safety Act 2021
  • Fire Safety (England) Regulations 2022
  • Regulatory Reform (Fire Safety) Order 2005
  • Housing Act 2004 (incl. 2018 addendum)
  • Ability to carry out Type 1 Fire Risk Assessments; understanding of Types 2–4
  • Familiarity with PAS 9980 external wall assessment methodology
  • Strong technical understanding of construction practices and Approved Document B
  • Proven experience in enforcement, prosecutions or compliance interventions
  • Excellent stakeholder engagement skills (Fire & Rescue, Building Control, managing agents, residents)
  • High‑quality report writing and consistent SLA delivery
  • Fully qualified EHRB Environmental Health Officer
