The Housing Training Manager is responsible for developing, coordinating and delivering a comprehensive training and competency building programme across Housing Services. The role will ensure that all staff meet the requirements of the Housing Competence & Conduct Standard (HCCS) and that the Housing workforce is skilled, confident and compliant with regulatory expectations.
To lead organisational readiness for the Housing Competence & Conduct Standard by assessing roles in scope, designing training pathways, commissioning external training where required, and embedding robust competency assessment processes across the Housing service. The postholder will work with Housing leadership, Organisational Development, and service teams to build a capable and professional workforce that consistently delivers safe, ethical and resident focused services
Role responsibilities and main duties
Strategic workforce and competence development
Assess the organisation to identify all Housing roles in scope of the Housing Competence & Conduct Standard.
Develop and maintain a role mapping framework, including competency requirements for each post.
Support the development of teams focused on the delivery of the Council’s homelessness responsibilities under the Housing Acts and Homelessness Reduction Act.
Create a strategic training and development plan to ensure compliance with Housing Competency and Conduct Standard and wider statutory requirements.
Translate professional standards and regulatory expectations into practical, measurable competencies.
Advise senior leaders on workforce capability, gaps
Training design, coordination and delivery
Design and deliver high quality training across Housing Services, including induction, core skills, customer service, specialist practice, and management development.
Commission, schedule and quality assure training delivered by external providers.
Develop blended learning materials, including e-learning, workshops, coaching and on the job learning.
Create and oversee assessment processes to confirm staff competence, behaviour, and ethical practice.
Ensure all learning content reflects current legislation, regulatory guidance and best practice.
Quality assurance, compliance and reporting
Maintain accurate training records, competency evidence and compliance documentation.
Monitor training uptake, completion rates, evaluation results and competency outcomes.
Produce reports for senior managers, auditors and regulatory bodies as required.
Work closely with Quality, Compliance, Health & Safety, and Housing leadership to ensure safe, consistent service delivery.
Lead continuous improvement activities to strengthen the quality and impact of training.
Stakeholder engagement and collaboration
Work with managers across Housing to identify training needs and schedule delivery effectively.
Engage tenant groups where appropriate to inform service and training priorities.
Collaborate with Organisational Development, HR and Corporate Learning teams to align learning strategies and share best practice.
Act as a subject matter expert on professional standards, training design and competency development.
Leadership, Culture and Professional Development
Promote a learning culture that values accountability, ethical behaviour and resident focused service.
Coach managers and supervisors to embed reflective practice, supervision and continuous learning in their teams.
Champion the Council’s values and ensure diversity, equity and inclusion are integral to all training.
Offer professional advice and support to staff regarding their development pathways and competency requirements.
