Oxford City Council is seeking an experienced and highly competent Senior HRA Fire Risk Assessor to lead the operational delivery, quality assurance and continuous improvement of the Council’s Fire Risk Assessment (FRA) programme across its Housing Revenue Account (HRA) housing portfolio of approximately 8,000 homes, including Higher-Risk Buildings and complex residential settings.
This is a senior technical role within the HRA Fire Safety and Compliance function, responsible for overseeing the delivery of high-quality fire risk assessments, supporting the effective management of fire safety risks and ensuring compliance with fire safety legislation, building safety requirements and regulatory expectations.
The postholder will act as the lead technical specialist for the FRA workstream, ensuring that fire risk assessments are robust, proportionate, evidence-based and aligned with current legislation, sector guidance and organisational standards. The role will also support wider building safety management, regulatory assurance and resident safety objectives across the HRA portfolio.
The Senior HRA Fire Risk Assessor will provide technical leadership, mentoring and quality assurance support to Fire Risk Assessors, ensuring consistency, competence and high professional standards across the service. The role will also contribute to governance, KPI reporting, audit readiness and regulatory compliance activity, including support for Building Safety Regulator requirements and Building Safety Case information where applicable.
Working closely with Building Safety Managers, Fire Safety Project Managers, operational teams, contractors and residents, the postholder will help strengthen the Council’s fire safety culture, improve service visibility and support the delivery of safe, compliant and resident-focused housing services.
