Oxford City Council is seeking an experienced and highly capable HRA Operations Manager to lead the delivery of all day-to-day housing property services across its Housing Revenue Account (HRA) portfolio of approximately 8,000 homes.
This is a senior leadership role responsible for the full operational management of responsive repairs, voids, damp and mould, disrepair, party wall matters and area-based surveying services. The postholder will ensure that services are delivered efficiently, safely and in full compliance with regulatory and statutory requirements, while maintaining a strong focus on resident experience, service quality and value for money.
The role provides end-to-end operational ownership of housing property services, acting as the Council’s lead for the management, control and continuous improvement of operational delivery. This includes strong client-side management of delivery partners, ensuring that services are not contract-led but actively directed, monitored and improved by the Council.
A key element of the role is close partnership working with Housing Services, Customer Services, Complaints and other internal teams to ensure a joined-up, resident-focused service. The postholder will ensure that operational delivery supports tenancy sustainment, resident wellbeing and effective housing management outcomes.
The HRA Operations Manager will play a critical role in strengthening operational grip across the service, improving performance, embedding robust governance and ensuring that the Council meets its obligations under the Social Housing Regulation framework, Awaab’s Law and the Housing Ombudsman Complaint Handling Code.
For an informal discussion about the post, please contact Neil Schofield on nschofield@oxford.gov.uk
Note: All vacancies close at 23:59 on the stated closing date.
