Oxford City Council has an exciting opportunity for a HRA Capital & Investment Manager to lead the strategic management and delivery of its Housing Revenue Account (HRA) capital investment programme.
This role is responsible for the overall leadership, management, and assurance of a circa £176m five-year capital programme across approximately 8,000 homes. The programme includes safety and compliance works, major component replacement, estate improvements, and energy efficiency and retrofit activity, ensuring that homes are safe, compliant, and fit for the future.
Reporting to the Head of HRA Assets, the post-holder will provide strategic leadership across all capital investment activity, overseeing programme development, governance, financial management, and delivery performance. The role will lead a multi-disciplinary team and ensure effective coordination across delivery functions, including programme delivery, surveying, retrofit, commercial management, and resident engagement.
You will play a critical role in driving a step change in how the Council plans, commissions, and delivers investment in its housing stock, embedding a data-led, risk-based, and resident-focused approach aligned to the Council’s Asset Management Strategy and Energy & Sustainability Strategy.
We are seeking a highly capable and experienced leader who can manage complex programmes, provide strong assurance to senior stakeholders, and ensure that investment programmes deliver high-quality outcomes for residents while meeting all statutory and regulatory obligations.
