Oxford City Council is seeking an experienced and technically competent HRA Gas Safety Manager to lead on gas safety compliance across its Housing Revenue Account (HRA) portfolio of approximately 8,000 homes.

Reporting to the HRA Compliance Manager, this role is responsible for ensuring that the Council meets all statutory obligations in relation to gas safety, and that systems, processes and controls are in place to deliver a safe, compliant and well-managed service.

The postholder will act as the Council’s lead specialist for gas safety, providing oversight, assurance and technical expertise across all aspects of gas compliance. This includes working closely with delivery partners to ensure safe and effective service delivery, while maintaining strong client-side control and accountability.

While the majority of gas safety delivery is undertaken through the Council’s primary delivery partner, the postholder will retain full client-side accountability across all gas-related activity, including oversight of externally procured works, commercial systems and leasehold properties, ensuring consistent standards, compliance and quality across the entire housing portfolio.

The role will also support wider asset management functions, including capital investment and retrofit activity, ensuring that gas systems are effectively managed, maintained and aligned with future asset strategies and decarbonisation objectives.
