Renewable energy is Scotland's main source of electricity. Ocean Winds is a leading developer and operator of offshore wind projects in Scotland and is playing a leading role in tackling climate change and supporting energy security. With the UK's energy policy landscape evolving rapidly, key decisions are expected over the coming months, which will shape the energy system for years to come and directly impact OW’s project portfolio.

Ocean Winds has an opportunity for a Regulatory Affairs Specialist in our External Affairs and Policy Team to provide regulatory support to Ocean Winds’ operational projects and development portfolio. Reporting to the Senior Regulatory Affairs Associate, with a matrix reporting line to the Senior Commercial Asset Management Associate, the main responsibilities of the role include:

  • Monitoring of relevant policy, regulatory and energy market developments.
  • Analysing and presenting data in a compelling way to support advocacy activities.
  • Compiling briefing materials, consultation responses and technical notes.
  • Supporting the Head of External Affairs and Policy and the Head of Commercial Asset Management in delivering budgets and business plans.
  • Supporting the Operations and Development teams to deliver asset value.

CORE MAIN ACCOUNTABILITIES

  • Proactively monitor policy, regulatory and electricity market developments undertaking risk and opportunity analysis, including identifying potential mitigation measures where applicable.
  • Draft internal team briefings and external responses.
  • Analyse data to identify trends, anomalies, and areas for improvement.
  • Identify relevant industry consultations, establish Ocean Winds positions and prepare responses, gathering input from appropriate departments and ensuring coordination and alignment with the corporate team.
  • Own the Policy and Regulatory risk register.
  • Maintain code modification trackers across grid and BSC codes to support internal monitoring of regulatory developments.
  • Support OW participation in relevant code modification workgroups.
  • Arrange and administrate Ocean Winds UK business unit level policy and regulation meetings, ensuring coordination of activities including working group representation, consultation responses and research.
  • Maintain accurate records, documentation and trackers for policy, consultations, grid code modifications, advocacy and stakeholder engagement, budgets, payments.
  • Complete associated research including commissioning and managing analysis from specialist consultants where required.
  • Produce high quality materials (papers, presentations, responses to regulatory consultations) with data presented in a visually helpful manner.
  • Support External Affairs and stakeholder management effort by providing regulatory positions, analysis and data.
  • Represent Ocean Winds at trade association meetings, working groups, industry events and bilateral stakeholder meetings.

REQUIRED ACADEMIC AND PROFESSIONAL EXPERIENCE

  • A minimum of 2 years’ experience in at least one of the following areas is required:
    • Data analysis and reporting in energy sector
    • Energy market advisory/consultancy
    • Energy market policy and regulatory affairs
    • Grid policy
    • General law or policy
  • Educated to degree level, preferably in or closely related to the following subjects: economics, public policy, law, or STEM subjects. A focus on energy, renewables, environment, or regulation would be advantageous.

REQUIRED KNOWLEDGE

  • Demonstratable knowledge in the following areas is required:
    • The UK electricity market processes and challenges.
    • The UK Contracts for Difference (CfD) regime.
    • UK Regulation for transmission-connected generation, including transmission network use of system (TNUoS) charges.
    • The core technical characteristics of offshore wind farm generation equipment.
  • Knowledge of the following areas is desirable:
    • The GB offshore transmission regulatory regime (OFTO).
    • Capacity market, ancillary services and REGOs.
    • Key industry frameworks such as BSC and CUSC.
    • Understanding of UK and Scottish Government structures and processes.
    • Insight into advocacy and external affairs practices, using key messages (from policy and projects) to influence stakeholders.

REQUIRED SKILLS AND COMPETENCIES

  • Strong analytical and problem-solving skills with ability to manage large and complex data sets and present information in a clear, compelling, visually helpful and professional manner with an attention to detail.
  • Proficiency in Excel, Power Point, Word.
  • Excellent attention to detail and organisational skills.
  • Expected to produce high quality materials (papers, presentations, responses to regulatory consultations) in a concise and professional manner that is adapted to the audience.
  • An understanding of commercial activities and processes with a proactive approach to value creation, and risk mitigation.
  • Ability to work independently as part of a dynamic, information intensive environment, within a multi-disciplinary team across a number of specialist areas and organisational cultures.
  • Strong communication and interpersonal skills, with a demonstrable ability to communicate across all levels of the business and to build effective external relationships.

LANGUAGES

The business has an international team of employees, and the working language is English. Candidates need to be fluent in English both spoken and written. Proficiency in other languages will be valued.

LOCATION

Location in Edinburgh with possibility of flexible working arrangements and travel to operational sites and other stakeholders’ offices required from time to time.
