About Overwatch EMEA: Overwatch EMEA extends Overwatch Mission Critical’s proven delivery model across Europe, the Middle East, and Africa. We provide construction professional services, talent acquisition, and delivery leadership for mission-critical infrastructure projects, applying the same operational discipline, reliability, and veteran-led expertise that define our work in the United States. From greenfield hyperscale development to complex retrofits and live-site expansions, our teams support the safe, efficient delivery of high-performance data centre environments. At Overwatch, it’s more than a job - it’s a purpose.
Position Overview: We are seeking an Owner’s Representative Senior Project Manager to lead the end-to-end delivery of hyperscale data centre programmes - from early-stage development through to commissioning and operational handover. Acting as an Owner’s Representative, you will take accountability for coordinating and driving delivery across real estate, design, construction, and commissioning functions - ensuring projects are delivered safely, predictably, and in line with operational requirements. This role requires a construction-led leader with strong MEP and commissioning literacy, capable of operating across the full lifecycle while proactively managing risk, sequencing, and stakeholder alignment.
Responsibilities:
- End to End Delivery Leadership: Lead data centre delivery across full lifecycle: site acquisition, design, permitting, construction, commissioning, and GA. Ensure alignment and continuity between development, construction, and operational readiness phases. Drive programme momentum and remove delivery blockers.
- Owner’s Representation & Governance: Act as the Owner’s representative across all delivery partners. Oversee Tier 1 contractors, consultants, and vendors. Challenge delivery strategies, sequencing, and commercial exposure. Provide structured reporting to senior stakeholders.
- Construction, MEP & Commissioning Oversight: Oversee CSA and MEP delivery through all construction phases. Ensure effective integration of HV/LV infrastructure and critical systems. Support commissioning strategy through Level 1-5 and IST. Validate readiness for energisation and operational handover.
- Risk & Programme Management: Identify risks across design, procurement, construction, and commissioning. Monitor programme performance and critical path. Support change management and mitigation strategies. Anticipate delivery issues before they materialise.
- Stakeholder Coordination: Interface with real estate, design, construction, and operations teams. Align cross-functional stakeholders to programme objectives. Act as a central point of accountability across delivery.
- Continuous Improvement: Capture lessons learned across project lifecycle. Support development of delivery standards and best practices. Contribute to portfolio-level improvements.
Qualifications: 12+ years’ experience delivering mission-critical or data centre projects. Demonstrated experience across full project lifecycle (development > GA). Strong understanding of MEP systems & infrastructure, commissioning (Level 1-5 / IST), construction sequencing & delivery models. Experience operating client-side or within an Owner’s Representative model. Proven hyperscale or large-scale project exposure (30MW+).
Core Competencies: Ownership & accountability for delivery outcomes. Strong technical understanding of data centre infrastructure. Proactive risk identification and mitigation. Ability to operate in complex, multi-stakeholder environments. Clear, structured communication at senior level.
What Success Looks Like: Predictable, on-time delivery across full lifecycle. Minimal disruption during commissioning and go-live. Strong alignment between construction and operations. Trusted leadership presence across stakeholders.
