About Overwatch EMEA
Overwatch EMEA extends Overwatch Mission Critical’s proven delivery model across Europe, the Middle East, and Africa. We provide construction professional services, talent acquisition, and delivery leadership for mission-critical infrastructure projects, applying the same operational discipline, reliability, and veteran-led expertise that define our work in the United States. From greenfield hyperscale development to complex retrofits and live-site expansions, our teams support the safe, efficient delivery of high-performance data centre environments. At Overwatch, it’s more than a job - it’s a purpose.
Position Overview
As an Owner’s Representative (Construction Project Manager), you will act as the on-site extension of the Owner, protecting technical, commercial, operational, and schedule interests across hyperscale data centre construction projects. You will provide independent oversight of developers, Tier 1 contractors, consultants, and commissioning agents to ensure that design intent, corporate standards, and operational readiness are achieved without compromise. This is a delivery-led role requiring strong MEP literacy, commissioning awareness, and the confidence to challenge contractor logic, sequencing, and commercial exposure when required. You will operate across design validation, construction execution, energisation, commissioning, and operational handover - ensuring capacity is delivered safely, predictably, and to operational standards.
Responsibilities
- Owner Representation & Governance
- Act as the primary on-site representative of the Owner.
- Safeguard technical standards, quality benchmarks, and operational intent.
- Challenge contractors and consultants on sequencing, constructability, and risk exposure.
- Maintain structured reporting to senior leadership on schedule, cost, and risk status.
- Construction & MEP Oversight
- Oversee CSA and MEP delivery from early works through white space fit-out.
- Monitor HV/LV infrastructure integration and energisation sequencing.
- Ensure contractor compliance with safety, quality, and programme governance standards.
- Validate contractor commissioning readiness and documentation.
- Risk & Schedule Protection
- Identify and escalate delivery, commissioning, and operational risks.
- Review baseline schedules and track critical path adherence.
- Support change control and impact analysis.
- Ensure live-environment protocols are maintained where applicable.
- Commissioning & Handover
- Partner with commissioning teams through Level 4/5 testing and IST.
- Validate defect management and closeout processes.
- Ensure documentation, as-built records, and operational handover standards are met.
- Protect operational readiness and Day 1 reliability.
Qualifications
- 8+ years’ experience delivering large-scale, mission-critical data centre construction projects.
- Strong understanding of MEP systems, commissioning sequencing, and energisation processes.
- Demonstrable hyperscale exposure (30MW+ preferred).
- Experience operating client-side or as an Owner’s Representative.
- Confident in challenging Tier 1 contractors and consultants.
- Strong reporting capability to executive-level stakeholders.
- Familiarity with NEC, FIDIC, or equivalent contract frameworks.
