Role Description
We are seeking an experienced EU/UK based
Azure Local Project Manager to lead the planning, coordination, delivery, implementation, migration, and optimization of
Azure Local (formerly Azure Stack HCI) solutions within an
Operational Technology (OT) environment.
The role will be responsible for managing projects that integrate Azure Local infrastructure with OT systems, industrial environments, manufacturing platforms, edge computing solutions, and critical operational services.
Acting as a key liaison between business stakeholders, technical engineering teams, site operations and IT, the successful candidate will ensure projects are delivered safely, securely, and in alignment with operational and business requirements.
A key focus of this role is the end-to-end migration of applications and infrastructure from legacy platforms (VMware) to Azure Local , including coordination of activities during critical operational windows.
The Project Manager will be responsible for driving the successful deployment of scalable, secure, resilient, and high-performing hybrid cloud solutions that support operational and business objectives.

Azure Local, hybrid infrastructure, edge computing, Operational Technology (OT) environments, and OT cybersecurity , enabling effective
Key Responsibilities
- Project Leadership & Governance
- Lead the end-to-end delivery of Azure Local and OT infrastructure projects , from initiation through deployment, migration, transition, and handover.
- Develop and manage project plans, milestones, dependencies, budgets, resource requirements, delivery schedules, and critical path activities.
- Manage project governance, reporting, RAID logs, change control processes, CAB approvals, and stakeholder communications.
- Ensure projects are delivered within agreed scope, schedule, budget, quality standards, and operational constraints.
- Coordinate multiple technical workstreams across infrastructure, networking, cybersecurity, applications, engineering, automation, and OT teams.
- Manage third-party vendors, system integrators, and technology partners to ensure successful project outcomes.
- Azure Local Infrastructure, Migration & Deployment
- Coordinate the implementation and deployment of
Microsoft Azure Local solutions across OT, industrial, manufacturing, and edge computing environments.
- Lead the migration of virtualized workloads, applications, and infrastructure from legacy platforms (VMware) to Azure Local / Hyper-V , including migration planning, dependency management, cutover coordination, and validation activities.
- Manage infrastructure deployments involving servers, virtualization, networking, storage, identity, monitoring, backup, disaster recovery, and hybrid cloud services.
- Coordinate integration between Azure Local environments and existing enterprise Azure, data center, and OT infrastructure.
- Support the development of scalable, repeatable Azure Local deployment patterns across multiple operational sites.
- Ensure infrastructure solutions meet availability, performance, resilience, security, and supportability requirements .
- Operational Technology (OT) Delivery
- Work closely with OT engineering, operations, and manufacturing teams to understand operational requirements, constraints, and production priorities.
- Ensure technology changes and deployment activities are planned around production schedules, maintenance windows, and operational availability requirements.
- Coordinate deployments within manufacturing plants, industrial facilities, control rooms, and other operational environments.
- Manage dependencies across
SCADA, DCS, PLCs, Historians, MES, industrial applications, and edge platforms , where applicable.
- Ensure project delivery accounts for OT lifecycle requirements, legacy technologies, operational safety, and system availability considerations.
- Cybersecurity, Compliance & Risk Management
- Partner with IT and OT cybersecurity teams to ensure Azure Local implementations comply with organisational security policies and OT security requirements.
- Coordinate security assessments, vulnerability management, network segmentation, privileged access controls, identity management, logging, and monitoring capabilities.
- Ensure all project activities adhere to change-management, cybersecurity, compliance, and ITIL-aligned processes.
- Identify, manage, and communicate cybersecurity, operational, technical, delivery, and business risks.
- Own and maintain RAID logs, ensuring appropriate mitigation, contingency, rollback, and business continuity plans are in place.
- Support compliance with relevant frameworks and standards, including
IEC 62443, NIST, ISO 27001 , and organisational OT cybersecurity policies.
- Deployment, Transition & Operational Readiness
- Coordinate site readiness assessments, deployment planning, implementation, testing, commissioning, cutover, and go-live activities.
- Manage user acceptance testing (UAT), operational validation, and production readiness activities.
- Ensure rollback, disaster recovery, and contingency plans are fully defined and validated prior to production changes.
- Work with technical leads to oversee infrastructure improvements, automation initiatives, workload validation, and post-migration hyper care activities.
Essential Experience & Qualifications
- Proven experience managing technology infrastructure transformation projects within enterprise, industrial, manufacturing, or other operationally critical environments.
- Demonstrable experience as an
IT/OT Project Manager, Infrastructure Project Manager, or Technical Project Manager , delivering complex infrastructure modernization, migration, and deployment programs.
- Proven experience managing
VMware, Hyper-V, Azure Stack HCI, or Azure Local migration projects , including planning, execution, cutover, and transition activities.
- Strong understanding of project management methodologies, governance frameworks, delivery lifecycles, and project controls.
- Experience working across
IT and Operational Technology (OT) environments and managing cross-functional teams.

SCADA, DCS, PLC, MES, Historians, Industrial Control Systems (ICS), and other OT platforms .
- Experience with
OT/ICS cybersecurity programs and controls .
- Knowledge of recognized security frameworks and standards including
