Our client, based in South East London, is seeking an experienced Licensing Manager to lead the operational delivery and strategic development of their Licensing Service. The successful candidate will be responsible for overseeing all licensing functions, including applications, hearings, inspections, compliance, and enforcement activity, ensuring services are delivered effectively and in line with statutory requirements.

Responsibilities

  • Oversee all licensing functions including applications, hearings, inspections, compliance, and enforcement activity.
  • Ensure administration and enforcement of key legislation (Licensing Act 2003, Gambling Act 2005, Scrap Metal Dealers Act 2013) and associated regulatory frameworks.
  • Lead and develop the Licensing team, with responsibility for recruitment, performance management, appraisals, and overall service delivery.
  • Act as a trusted advisor, providing expert guidance on complex licensing matters to Members, senior officers, stakeholders, and the public.

Qualifications / Experience

  • Extensive, up-to-date knowledge of licensing legislation and enforcement practices, including PACE, RIPA, CPIA, and Human Rights considerations.
  • Significant experience within a local authority or similar regulatory environment.

Contract and Working Arrangements

This is an initial three-month contract with strong potential for extension, offered on a day-rate basis (Inside IR35), with a hybrid working arrangement combining on-site and remote work.
