Our client is a prominent Local Authority in Central London, and they require an Interim Head of Major Projects to join them for a contract which will initially be offered for 6 months.
You will oversee the delivery of a substantial £35 million annual capital works programme, which will focus on maintaining and improving our clients housing stock (approximately 21,000 properties). Our client is not looking for someone from a regeneration or new development background for this role. They require a Capital Programmes specialist from a property maintenance background.
Leading a team of c. 30 staff, you will be responsible for ensuring the delivery of capital projects within bounds of HRA. The annual capital programme includes but is not limited to:
- Window and roof renewals.
- Fire prevention upgrades.
- Kitchen and bathroom replacements.
- External decorations.
- Flat de-conversions.
Our client is only considering candidates who have previously held a Head of Service Position within a Local Authority and construction experience is essential. A relevant qualification within construction, property or surveying would also be beneficial in this role. Experience of developing and shaping new, complex capital programmes of major works and of managing large contracts, preferably with Term Partnering Contract is required.
You will need strong presentation and communications skills and be confident in dealing with colleagues and stakeholders at all levels. An outstanding ability to understand resident needs and deliver services accordingly is essential. Proven experience of having proactively engaged with residents on similar programmes must be demonstrated. You will be expected to ensure clear communication and resolution of concerns throughout this programme of work.
To take on this role you will need to be a confident leader with the ability to operate at a senior managerial level. It is important you are a good decision maker and you can influence others. You will have responsibility for overseeing a wide range of stakeholder relationships and you will need to be able of prioritising and guiding work streams; you will need a good appreciation of operating within a political environment and having to deal with scrutiny from outside sources.
Our client is offering a rate of £650/day Umbrella and this role is inside IR35. Our client also offers hybrid working.
